According to the results of the state audit in the State Institution "Department of Land Relations, Architecture and Urban Planning of the city of Zhezkazgan" serious violations of the legislation on public procurement were revealed.
We are talking about concluding an additional agreement to the contract for the development of the city's master plan, a document defining future urban development, transport system, utilities and landscaping.
However, the audit showed that the additional agreement was signed without legitimate grounds and without an actual increase in the volume of necessary work. Moreover, the customer made a payment for the outstanding work in the amount of 18.2 million tenge — money that could have been directed to the real needs of the city. As a result, an order was issued to the audited entity to eliminate the identified financial violations and reimburse the damage to the budget.
The deadline for the execution of the order has not yet arrived, but the very fact of such violations raises fair questions: who and why allowed such frivolous handling of public funds? Society expects transparency, responsibility and real measures to prevent similar situations in the future. After all, every tenge from the budget is a contribution of citizens, and it should be spent wisely and honestly.
