This year, the Department of Internal State Audit for the Ulytau region continues to actively work to identify and prevent violations of the legislation of the Republic of Kazakhstan in the field of public procurement, accounting and financial reporting.
According to the results of 9 months of this year, the department initiated 94 administrative proceedings against responsible officials. The total amount of fines imposed amounted to 8.9 million tenge, which have already been fully recovered to the state budget.
Such results speak for themselves: the state audit system is working effectively, and control over the use of budget funds is becoming more effective. Purchases under special attention
The analysis of the revealed violations shows that the main share of administrative proceedings is in the field of public procurement. Typical violations include the late application of customers to court with claims for recognition of suppliers as unscrupulous procurement participants, as well as the conclusion of contracts bypassing the requirements of the law. Such actions not only undermine the principles of fair competition, but also damage the trust of citizens in the public procurement system as a whole. However, thanks to timely measures by the Department, such facts do not go unpunished. Everything is according to the law — and with a reasonable approach.
It is important to note that the Department actively applies the reduced proceedings on administrative offences provided for in articles 810 and 811 of the Code of the Republic of Kazakhstan on Administrative Offences. This mechanism allows violators who admit guilt to pay only 50% of the fine amount within 7 days, which makes the process more expeditious and encourages voluntary execution of the punishment.
Openness and control are the way to trust. The work of the Ulytau Department of Internal State Audit is not just numbers in reports. This is a systematic effort aimed at improving financial discipline, strengthening the rule of law, and making effective use of budget funds. Every revealed fact of violation is a signal that the state does not intend to turn a blind eye to inefficiency and formalism. After all, financial transparency is the foundation of citizens' trust in government, and trust is the foundation of a strong and responsible state.
