Audit results of the Department of Internal State Audit in the Kyzylorda region for 9 months of 2025

Results of audit activities conducted

In 9 months of 2025, the Department conducted a total of 53 audit activities covering budget funds in the amount of 20 billion 484.8 million tenge.

During the state audit, violations of legislation totaling 12 billion 093.8 million tenge were identified, including:

• violations of budget and other legislation — 11 billion 803.2 million tenge;
• violations of the legislation on public procurement—290.6 million tenge.

Of the total amount of revealed financial violations, 6 billion 790.0 million tenge are subject to compensation, restoration and accounting, including:

• reimbursement to the budget — 1 billion 218.0 million tenge;
• restoration— 4 billion 747.4 million tenge;
• accounting expenses — 824.6 million tenge.

As a result of the response measures taken, violations totaling 6 billion 087.7 million tenge were eliminated, including:

• reimbursed to the budget — 889.9 million tenge;
• restored— 4 billion 373.2 million tenge;
• reflected in accounting —824.6 million tenge.

For various violations of the legislation of the Republic of Kazakhstan on public procurement, as well as legislation on accounting and financial reporting, 247 administrative cases were initiated in accordance with the Code of Administrative Offenses of the Republic of Kazakhstan. The total amount of imposed fines amounted to 44.0 million tenge, of which 41.7 million tenge have been fully paid to the budget.

A total of 52 audit prescriptions were issued to audited entities to eliminate identified violations and to consider the responsibility of the officials involved. Of these:

• completed — 40;
• 12 are still within the execution deadline.

Based on the prescriptions issued by the Department, 50 officials of audited entities were brought to disciplinary responsibility.

For the adoption of a procedural decision, 8 audit materials with a total amount of violations of the law amounting to 238.8 million tenge were transferred to law enforcement agencies in 6 months of 2025. According to them, the criminal prosecution authorities have initiated 6 criminal cases against officials of the audit facilities.
