In the fields of education, healthcare, sports, and culture, a significant portion of the budget is allocated to salaries, which requires special attention during monitoring.
Monitoring in the social sector reveals individual cases of unjustified salary accruals. Such situations may include artificially inflated staffing numbers, payments made without actual work performed, and unclear mechanisms for distributing incentive payments. All of these factors increase the risk of unjustified use of budgetary funds and require enhanced control.
To date, the Department has issued 226 notifications concerning risky payments across all sectors, totaling 1,275.5 million tenge, of which 56.1 million tenge have been reimbursed to the state budget. Additionally, based on the identified violations, the Department has conducted 4 audit activities.
The online monitoring system enables tracking of salary accrual and payment data, comparing it with staffing indicators and the actual activities of institutions. This approach helps to promptly detect inconsistencies and prevent unjustified expenditures.
Thanks to this tool, it becomes possible to strengthen trust in the public budget system, ensure the fair distribution of funds, and guarantee that salaries are received only by those employees who genuinely perform their duties and contribute to the development of education, healthcare, sports, and culture.
The Department regularly works to detect and eliminate unjustified salary accruals. These measures are aimed at timely correction of violations and ensuring the targeted and justified use of budgetary resources.
