The Department of Internal State Audit in the Karaganda region, within the framework of the Online Budget Monitoring module, monitors the targeted spending of budget funds.
In order to strengthen control over the use of budgetary funds aimed at paying wages in the field of education, culture, health care, physical education and sports, monitoring of the payment of wages by risk profiles is carried out on an ongoing basis. If the risk is confirmed, response letters to the monitoring object are sent to take immediate measures, informing the administrator of budget programs.
In 2025, from January to September, according to the results of monitoring the payment of wages through MBP, 3020 payments were covered (2271-in the field of education, 310-in the field of physical culture and sports, 241-in the field of health, 198-in the field of culture) for the amount of 1 198 billion tenge (education - 902 410.6 thousand tenge, sports - 146 481.8 thousand tenge, healthcare - 78 352.8 thousand tenge, culture - 70 846.9 thousand tenge), of which the risks were confirmed for educational, cultural and sports facilities for 413 payments in the amount of 19.4 million tenge, for which 13.4 million tenge was reimbursed to the budget, the remaining amount is reimbursed in accordance with the established schedule.
As part of the monitoring carried out in the profile "Risk of transferring excessive funds in the context of positions" in August 2025, the following violations were revealed:
- in the MSI "House of the child "Shapagat" of the health department of the Karaganda region, an unreasonable allowance for special working conditions is established in the amount of 10% of the surcharge for combining positions in the amount of 41.0 thousand tenge.
- in the State Institution "Centralized Library System of Bukhar-Zhyrau District" an unreasonable allowance for special working conditions of 10% of the surcharge for combining positions in the amount of 33.7 thousand tenge, surcharge for special working conditions of 35% in the amount of 138.0 thousand tenge, totaling 171.7 thousand tenge.
-in the MSI "Medical and Physical Dispensary" of the Department of Physical Culture and Sports of the Karaganda region, an unreasonable allowance for special working conditions is established in the amount of 10% of the additional payment for combining positions in the amount of 9.7 thousand tenge, unjustified payment of funds for 0.25 of the secretary's rate in the amount of 23.5 thousand tenge, as well as an unjustified surcharge of 60% for participation in the training process in the amount of 37.5 thousand tenge, totaling 70.7 thousand tenge.
On the indicated facts of violations, response letters were sent to the institutions. Unreasonable payments are reimbursed to the budget in full.
