Over the first nine months of this year, the Internal State Audit Department for Pavlodar Region conducted 54 audit activities. The total amount of budget funds covered by the audit is 38.5 billion tenge.
During the audit, violations of legislation on the use of budget funds totaling 13.4 billion tenge were identified. Of these:
- 2.7 billion tenge were financial violations;
- 10.7 billion tenge were procedural violations.
To eliminate the identified financial violations, the Department took measures, as a result of which it was possible to recover and reimburse budget funds in the amount of 2.5 billion tenge.
During the current period, 59 officials were brought to disciplinary responsibility, of which 1 were dismissed from their positions.
In order to eliminate the identified violations and improve the effectiveness of control, the Department issued 46 orders. As of the reporting date, the deadline for execution of 38 orders had expired, all of which were fully executed.
An analysis of the violations identified during the audit shows that a number of facilities systematically violate the current regulatory and legal acts governing the procedure for calculating and paying wages. In addition, there were cases of budget funds being transferred for work that was not actually performed. Such violations indicate the need to strengthen control and increase the responsibility of officials for compliance with budget discipline.
