Results of the Desk Audit by the Department of Internal State Audit for East Kazakhstan Region for the 3rd Quarter of 2025

Based on the results of the third quarter of 2025, the Department of Internal State Audit for East Kazakhstan Region of the Committee of Internal State Audit under the Ministry of Finance of the Republic of Kazakhstan covered more than 19,000 public procurement procedures through desk audits, amounting to a total of 217 billion tenge.

As a result, 1,350 notifications were issued requiring the rectification of violations, involving a total amount of 29 billion tenge.

According to the analysis, the most frequent violations include:

• failure to specify standards and deadlines for execution,
• failure to provide a brief description of the procured goods, works, and services,
• inclusion of unjustified anti-dumping criteria not relevant to the procurement subject,
• referencing models, trademarks, and service marks in cases not permitted by law, and others.

In the case of single-source procurements through direct contract conclusion, contracting authorities often chose this method without the proper legal basis as stipulated by Article 16 of the Law of the Republic of Kazakhstan "On Public Procurement" dated July 1, 2024, No. 106-VIII ZRK.

In certain cases, for failure or improper fulfillment of notifications, 35 administrative offense cases were initiated against responsible officials.
