Based on a complaint submitted by a private individual, the Department of Internal State Audit for the Aktobe Region conducted an unscheduled audit of the swimming training camps at the State Institution "School of higher sports mastery" under the "Department of physical culture and sports of Aktobe region" for the period from 2024 through the elapsed period of 2025.
During the audit, the allegations stated in the complaint were partially confirmed, and financial violations totaling 3,388,400 tenge (three million three hundred eighty-eight thousand four hundred tenge) were identified.
Specifically, in 2024–2025, coaches and athletes from the School of Higher Sports Mastery were officially sent twice to Shymkent for swimming training camps, during which travel expenses in the amount of 3,388,400 tenge were paid.
However, the audit established that the coaches and athletes did not participate in the training camp held at the “Densaulyk” Sports Club of the South Kazakhstan University named after M. Auezov in Shymkent. This was confirmed by the institution's coach.
Thus, in violation of Part 4 of Article 9 of the Budget Code of the Republic of Kazakhstan (effective version No. 95-IV dated December 4, 2008), and Point 6 of the "Rules for Reimbursement of Official Travel Expenses from the State Budget, Including to Foreign Countries", approved by the Government Decree of the Republic of Kazakhstan dated May 11, 2018, No. 256, the travel expenses in the amount of 3,388,400 tenge were unjustifiably paid.
As a result, the unjustifiably paid amount was returned to the state budget.
In addition, by verdict of Court No. 2 of Aktobe, the institution’s coach was found guilty under paragraph 4, part 3, article 190 of the Criminal Code of the Republic of Kazakhstan, and was sentenced to 2 years and 4 months of restricted freedom.
