In June 2025, "Turkistan International Airport" JSC published an announcement on the public procurement web portal for the purchase of "Natural Milk" using the request for quotations method.
In connection with this procurement, the Department of Internal State Audit for Turkistan Region under the Committee of Internal State Audit of the Ministry of Finance of the Republic of Kazakhstan conducted a cameral control. As part of the review, the technical specifications were thoroughly analyzed for compliance with legal requirements.
The audit revealed that national or intergovernmental standards were not specified in the procurement documentation. This constitutes a violation of the established procedure, which requires that relevant standards be referenced when preparing technical specifications. Such an omission may lead to unclear quality requirements and potential misunderstandings among suppliers.
Based on this violation, an official notification was sent to "Turkistan International Airport" JSC, requesting that the procurement documentation be brought into compliance with public procurement legislation. As of today, all remarks have been fully addressed, and the documentation has been corrected accordingly.
This case highlights the importance of adhering to technical standards in public procurement. The cameral control process remains a key mechanism for ensuring the lawful and efficient use of public funds, as well as transparency and fairness in procurement procedures.
