The State Communal Enterprise “Regional Children’s Hospital”, operating under the right of economic management and subordinate to the Health Department of Turkistan Region, announced a procurement for a mixer via request for quotations on the public procurement web portal.
In connection with this procurement, the Department of Internal State Audit for Turkistan Region under the Committee of Internal State Audit of the Ministry of Finance of the Republic of Kazakhstan conducted a desk audit (cameral control). As part of the inspection, the requirements specified in the technical specification were thoroughly examined, analyzed, and evaluated.
As a result of the audit, it was established that the procurement documentation did not contain mandatory references to national or intergovernmental standards. This is a violation of the regulations, which require such references to be included when preparing technical specifications.
Based on the identified violations, an official notification was sent to the Regional Children’s Hospital, requiring the procurement documentation to be brought into compliance with the public procurement legislation.
At present, all remarks issued by the Department have been fully addressed, and the necessary corrections have been made.
This case highlights the importance of adhering to technical standards in public procurement. Effective audit control ensures transparency and legality in the procurement process, as well as the efficient use of budgetary funds.
