In July 2025, the state institution "Department of Internal Policy of the Akimat of the Sozak district" posted an announcement on the public procurement portal about the purchase of diesel fuel by requesting price proposals.
According to this procurement process, the Department of Internal State Audit for the Turkestan region of the Internal State Audit Committee of the Ministry of Finance of the Republic of Kazakhstan conducted desk control. During the audit, the requirements for technical specifications and compliance with public procurement procedures were thoroughly studied, relevant data was collected and analyzed.
According to the results of the desk inspection, it was established that the procurement organizer did not fulfill the mandatory requirement to provide technical specifications in the state and Russian languages. The procurement documentation was published only in Russian, which violates the requirement of bilingualism and limits equal opportunities for all participants.
Based on the revealed violation, an official notification was sent to the state institution "Department of Internal Policy of the Akimat of the Sozak district" about the need to comply with legislative requirements in the field of public procurement. The Department's comments have now been fully and appropriately addressed.
This case once again confirms the need for strict compliance with laws in the public procurement process. Desk control is an important tool for ensuring efficient and fair spending of budget funds and the prevention of offenses.
