In July 2025, the State Institution “Akim’s Office of Aktobe Rural District of Keles District” published a procurement notice on the public procurement web portal for the planned acquisition of “Current Street Road Repairs” using the single-source procurement method.
In connection with this procurement, the Department of Internal State Audit for Turkistan Region under the Committee of Internal State Audit of the Ministry of Finance of the Republic of Kazakhstan conducted a desk audit (cameral control). During the review, information regarding the contract value, selected procurement method, and legal limitations was collected, analyzed, and assessed.
The audit revealed that the total amount of the procurement exceeded the maximum allowable threshold for single-source procurement at the rural district level. In other words, the scope of the planned work required the use of competitive procurement methods, but the procurement was carried out through direct contracting with a single supplier.
This constituted a violation of the current public procurement legislation.
As a result, an official notice was issued to the Akim’s Office of Aktobe Rural District, instructing them to bring the procurement into compliance with legal requirements.
At present, the notice issued by the Department has been fully and properly implemented.
This case once again highlights the importance of cameral control as a tool for ensuring transparency and legality in public procurement. Such measures contribute to the effective and fair use of budgetary funds and serve as an effective mechanism for preventing violations.
