In July 2025, "Turkistan International Airport" JSC published a notice on the public procurement web portal announcing a procurement via request for quotations for the supply of a product titled “Isolating Transformer.”
In connection with this procurement, the Department of Internal State Audit for Turkistan Region under the Committee of Internal State Audit of the Ministry of Finance of the Republic of Kazakhstan conducted a cameral control. During the review, the technical specifications provided in the procurement documentation were collected, analyzed, and evaluated.
As a result of the audit, it was established that the technical documentation contained requirements that restricted the participation of potential suppliers. Specifically, the specification unjustifiably indicated a particular manufacturer — “YouYang”, which effectively granted preferential treatment to certain participants and limited fair competition.
Based on the identified violations, an official notice was issued to "Turkistan International Airport" JSC, requiring the procurement documentation to be brought into compliance with public procurement legislation. At present, the procurement organizer has fully and properly complied with the Department’s instructions, and the documentation has been revised in accordance with legal norms.
This case clearly demonstrates the importance of cameral control as a tool to ensure transparency and objectivity in the public procurement process. Such measures contribute to the lawful and efficient use of public funds.
