In July 2025, the Municipal State Institution “Turkistan Regional Children’s Library named after Y. Altynsarin”, which is subordinate to the Department of Culture of Turkistan Region, published a public procurement notice on the government procurement web portal. The procurement was announced via the request for quotations method for the purchase of a vehicle.
In connection with this procurement, the Department of Internal State Audit for Turkistan Region, under the Committee of Internal State Audit of the Ministry of Finance of the Republic of Kazakhstan, conducted a desk audit (cameral control). As part of the audit, the technical specifications were thoroughly examined, and relevant information was collected, analyzed, and evaluated.
As a result of the audit, violations were identified in the procurement process. Specifically, the technical specification included a requirement for a specific engine model, which limited the pool of potential suppliers and gave an unfair advantage to certain participants. Such a requirement violates the principles of fair competition and hinders equal participation of all suppliers.
Consequently, an official notice was issued to the "Turkistan Regional Children’s Library named after Y. Altynsarin", instructing the institution to bring the procurement documentation into compliance with public procurement legislation. The institution has fully complied with the Department’s instructions, and the documentation has been corrected in accordance with applicable regulations.
This case highlights the importance of desk audits as a tool to ensure transparency and fairness in public procurement. Such measures help promote the lawful and efficient use of public funds.
