The Department of Internal State Audit for the Pavlodar region of the Central State Administration of the Ministry of Finance of the Republic of Kazakhstan carries out desk control on an ongoing basis in the framework of compliance with legislation in the field of public procurement.
In the course of the control, individual facts of establishing unreasonable qualification requirements for potential suppliers to the organizers of purchases were revealed. One example is an advertisement posted by the state institution "Akim's Office of the Tort – Kuduk rural district of Ekibastuz" for the purchase of ongoing repairs to the Akimat building. The Customer's technical specification sets out the requirements for a potential supplier in the form of material resources.
Whereas, according to the Rules of Public Procurement, when conducting the method of requesting price proposals, the main condition is the price, and the presentation of material resources is allowed only to the supplier.
Upon the establishment of such violations, the Department takes appropriate response measures. These measures are preventive in nature and are aimed at preventing violations, as well as ensuring compliance with the principles of legality and openness in procurement.
The Department continues to systematically monitor and analyze public procurement procedures in order to increase their transparency and effectiveness.
