Since October 2024, the Department of Internal State Audit for the East Kazakhstan region has introduced an online budget monitoring system for wage payments.
The system is aimed at regularly collecting, analyzing and tracking payment information. The most important tools are risk profiles for rapid response and prevention of violations using automated information systems.
The monitoring results showed high risks of misuse of funds for wages (salaries, vacation pay, bonuses and other payments).
For 8 months of 2025, risks were confirmed for 192 payments in the amount of 90.3 million tenge, of which 45.3 million tenge for 66 payments are subject to return to the budget.
Main violations:
A striking example is the situation when bonuses were accrued in the presence of unsettled accounts payable, which contradicts the current legislation and entails the risks of misuse of budget funds. There are also often cases when material assistance was paid without appropriate supporting documents, which makes such expenses unreasonable. These examples highlight the critical importance of adhering to established procedures and the correct execution of all financial transactions.
For the objectivity of the assessment, it should be noted that the largest number of violations were systematically detected in the following areas: in the Ulken-Naryn region, in the Tarbagatai region, in the Katon-Karagai region and in the Samar region.
