The Code of Ethics clearly defined what the standards of conduct of civil servants should be. Thanks to this, the requirements for their moral and ethical appearance and business qualities have increased. The Code has five sections: General Provisions, General Standards of Conduct, Off-Duty Conduct, Service Relationship Conduct, and Standards of Conduct when Speaking in Public, including the Media.
There are many answers to the question "How much do we need this code?" Yes, there was ethics before, there is now, and there will always be. However, in order for all these norms to be fully present in every civil servant, we definitely need a Code of Ethics. If we talk about its main tasks, they consist in the development of measures aimed at preventing corruption and violations of official ethics, including disciplinary offenses that discredit the public service; ensuring measures to increase the level of responsibility of civil servants for compliance with official ethics; coordinating the activities of ethics commissioners and preparing proposals on issues of interaction with disciplinary commissions of state bodies.
In general, in the national plan "100 concrete steps" the formation of a professional state apparatus is designated as a key task, and it is no coincidence that step 12 provides for the introduction of new ethical rules. If you think about it, it becomes clear that this is aimed specifically at developing a new code of ethics for the civil service. This is of particular importance in the implementation of the "Open State" concept, which President Kassym-Jomart Tokayev spoke about. And without ethics in the behavior of a public servant, it is simply impossible to realize this concept.
Why does the President say that we must implement the concept of an "Open State"? Because this, first of all, reduces the distance between the people and the authorities. And you perfectly understand that in a society where mutual understanding is established, the system works. However, do not forget that the main condition for its implementation is ethics. After all, a civil servant working in full compliance with the norms enshrined in the Code of Ethics will not allow manifestations of corruption in his field.
The Department of Internal State Audit in Akmola region of the Internal State Audit Committee of the Ministry of Finance of the Republic of Kazakhstan is constantly conducting explanatory work among civil servants on the need to comply with the Code of Ethics and the inadmissibility of actions discrediting the title of civil servant.
