The Department of Internal State Audit in Kostanay region held an audit event in the state institution "Department of Passenger Transport and Highways of the Akimat of Kostanay Region" (hereinafter - the Institution). The reason for the check was the appeal of citizen A. regarding the validity of the use of budget funds.
The audit concerned compliance with the legislation of the Republic of Kazakhstan in the implementation of the project "Performance of work on the maintenance of a section of the regional highway "Tobyl - Sadchikovka - Sergeevka" 5 km with elements of an intelligent transport system (ITS), " implemented under contract No. 120 of 21.07.2023.
Main identified violations:
During the audit, financial violations were established in the amount of more than 266 million tenge, which are to be restored by actually performing the missing work. In particular, it was recorded that the supplier received payment for work that was not fully completed in accordance with the technical specification. We are talking about the lack of connection of installed equipment to external systems, in particular to the Unified Republican Analytical Platform (URAP).
Measures taken:
According to the results of the inspection, the revealed violations were eliminated:
An order was sent to the Institution to eliminate violations, as well as to consider the liability of officials who committed violations.
According to the official response, the head of the institution was brought to disciplinary responsibility in the form of a remark.
