As of August 30, 2025, the administrative practice of the Department of Internal State Audit in the Turkestan Region of the Internal State Audit Committee of the Ministry of Finance of the Republic of Kazakhstan revealed a number of offenses and measures taken on them. In particular, the most common violations are related to government procurement, accounting and compliance with state audit legislation. On these facts, many persons were brought to administrative responsibility.
Until August 30, 2025, 397 persons were brought to administrative responsibility in the Turkestan region, who were fined a total of 89.5 million tenge. Of these, 83.9 million tenge has already been recovered, and the uncollected amount was only 7%, which indicates the effective work of the internal audit department in the administration of administrative affairs.
Most of the identified offenses are related to Articles 207, 238 and 462 of the Code of Administrative Offenses (CAO RK).
These data indicate that facts of violation of financial discipline are still recorded in state institutions of the Turkestan region. Public procurement and accounting are particularly troubling, as they pose significant risks to the effective and targeted use of budgetary funds.
The administrative practice of the Department of Internal State Audit in the Turkestan Region serves as an important tool for ensuring transparency and legality in the management of public finances. The number of persons prosecuted and the amount of fines imposed confirm systematic and consistent work in this direction.
In addition, these statistics emphasize the need to improve the financial culture in government agencies, improve internal controls, and strengthen the legal literacy of employees. Measures taken in these areas will contribute to improving the quality of state audit and strengthening financial discipline in general.
