The Internal State Audit Committee of the Ministry of Finance of the Republic of Kazakhstan is continuously expanding the functionality of the Online Budget Monitoring (OBM) module, which has become an essential tool for the early detection and prevention of violations.
In the spring of this year, the OBM module successfully automated the function of generating and sending notifications to monitoring objects, significantly accelerating the information process and enhancing the response speed.
In August, a new feature was introduced: the generation of monitoring reports with artificial intelligence elements, enabling a more in-depth and accurate analysis of budgetary processes.
Special attention has been given to expanding analytics. In September, seven new risk profiles were developed, which are applied not only to current payments but also to payments for previous periods. This allows for the retrospective identification of previously unrecorded illegal payment schemes, greatly expanding the scope of monitoring.
Over the first nine months of this year, the OBM module processed more than 1.4 million budget payments, identified risks in 135,400 transactions, sent over 6,900 notifications, and confirmed unjustified payments totaling more than 1.3 billion tenge, of which 861.2 million tenge has already been voluntarily returned to the budget.
The Chairman of the Internal State Audit Committee, Yerzhan Mynzhasarov, remarked: "Online budget monitoring is becoming not just an analytics system, but an effective mechanism for protecting state funds."
