The Department of Internal State Audit for the Turkestan Region, on the basis of an application, conducted an unscheduled audit of the activities of the Turkestan regional branch of Agricultural Credit Corporation JSC and revealed a number of serious financial violations.
As part of the audit, on May 26, 2025, four real estate objects were pledged as collateral for the loan. The audit was attended by a branch monitoring specialist, an employee for registration and cadastre of land, as well as auditors of the department. As a result, it turned out that only one of the four objects is an actual residential building. The rest of the objects are either missing or do not meet the established requirements.
In addition, it was established that the individual entrepreneur Nurdaulet did not purchase 82 camel heads, as provided for by the terms of the loan. This indicates the misuse of credit funds.
As a result of the audit, financial violations were revealed totaling about 51 million tenge. Of these, 40.8 million tenge is the amount of an unreasonably issued loan, and 10.2 million tenge is the penalty for undeveloped funds provided for by the contract. It was also found that monitoring of collateral was carried out inappropriately.
Violation of civil obligations by the entrepreneur, as well as weak control over collateral, led to non-compliance with the collateral policy and procedures established by the corporation.
