The Department of Internal State Audit in the Akmola region of the ISAC of MF of the Republic of Kazakhstan on an ongoing basis carries out desk control in the framework of compliance with legislation in the field of public procurement.
At the entrance of desk control, the Department identifies violations that are often committed by the organizers during public procurement.
In accordance with the Rules for the implementation of public procurement, it is established to determine the dumping price in the implementation of public procurement by tender.
However, this rule is sometimes ignored by procurement organizers.
So the organizers of the region during public procurement for technical supervision services for the average repair of roads do not establish a sign of dumping. For example, the State Institution "Korgalzhynsky District Department of Economics and Finance of the Akmola Region" three times carried out purchases for the purchase of technical supervision services, for which notifications of cancellation of purchases were sent in connection with the incorrect indication of the sign for determining the dumping price. Similar violations were established by the State Institution "Construction Department of the City of Kossha" during procurement for technical supervision services.
In addition, the organizers allow violations when purchasing work for the current repair of buildings and structures.
So, for example, the departments of district education when making purchases for work on the current repair of buildings ignore the norms of the law in terms of the lawful establishment of the dumping price during the tender.
Violations of these requirements lead to the cancellation of public procurement, the duration of procedures, as well as the provision of anti-dumping prices by potential suppliers, which is not allowed by the legislation on public procurement.
The Department, in accordance with the Rules for conducting desk control, if such violations are detected, notifications are sent to the organizers to eliminate the identified violations.
In the future, the department will continue to work to reduce and prevent violation of legislation.
