The Department of Internal State Audit in Akmola region (hereinafter - the Department) on an ongoing basis carries out desk control without visiting the object of state audit, by comparing information obtained through the web portal of public procurement.
The purpose of desk control is to timely suppress and prevent violations, to provide the object of the state audit with the right to independently eliminate violations identified as a result of desk control and to reduce the administrative burden on the objects of the state audit.
Office control of public procurement procedures is carried out before the conclusion of public procurement contracts.
For the first half of 2025, the office control department covered 14,340 public procurement (lots) totaling 249.7 billion tenge.
The Department as of 30.06.2025 of the covered public procurement (lots) established violations of 1216 lots totaling 20.3 billion tenge. For all established violations, notifications were sent to the objects of the state audit on the elimination of violations identified as a result of desk control.
Notifications on the elimination of violations identified by desk control, according to the methods of public procurement, are as follows:
- Tender (auction) - 400 notifications;
- From one source by direct conclusion of the contract - 258 notifications;
- RFQ - 558 notices.
The main types of violations in the field of public procurement are: unlawful determination of the dumping price in the implementation of public procurement by tender; unlawful use of the method of state procurement from one source by direct conclusion of a contract, not indicating the national and (or) interstate standard when conducting state procurement, the absence of a technical specification in the Kazakh language, the absence of an indication of a license (permit) when conducting procurement, the establishment of qualification requirements for potential suppliers not provided for by law.
