Real-time control of budget funds continues in the capital using the Online Budget Monitoring module.
The module allows you to remotely track the payment of wages in organizations of the social block. Now monitoring covers not only the field of education, but also health, culture, tourism and sports.
For example, an analysis of budget payments to cards-accounts of individuals showed high risks of unjustified transfer of budget funds under the guise of wages.
Thus, the chief accountant of the Asyl Miras Center for Children with Autism No. 1 made changes to the settlement documents, indicating the details of other employees, but actually transferring funds to her own bank account. The total amount of illegal payments for the period from 2022 to 2025 amounted to 9.4 million tenge.
It was also established that the permissible volume of advance payments to employees in the amount of 3.5 million tenge was exceeded. In addition, in December 2021, employees were paid an advance payment for January 2022 in the amount of 1.9 million tenge from the balance of the budget, without corresponding reflection in the financial statements. This led to distortion of the financial data of the institution.
The audit also established the transfer of an electronic digital signature to third parties; on this fact, the audit materials were transferred to the Ministry of Digital Development, Innovation and Aerospace Industry of the Republic of Kazakhstan on consideration of an official for administrative responsibility.
The accountant also worked in another government agency, which exceeded the permissible workload and contributed to the unlawful receipt of funds.
According to the results of the audit, the specialist was brought to justice, part of the funds in the amount of 5 million tenge has already been reimbursed to the budget. The institution has been issued an order to eliminate violations and consider the issue of disciplinary measures against responsible persons.
This case clearly demonstrates the need to strengthen internal control, personal responsibility and the importance of using digital solutions to ensure transparency in budget spending.
