The Department of Internal State Audit in Kyzylorda region (hereinafter - the Department) currently carries out regular online monitoring of the use of budget funds using a new information system based on the principles of risk management.
The system allows you to remotely track the payment of wages in organizations of the social block. Now monitoring covers not only the field of education, but also health, culture, tourism and sports.
If high-risk transactions are identified, relevant notifications are sent on an ongoing basis to organizations, administrators of budget programs, as well as to the Anti-Corruption Agency of the Republic of Kazakhstan and its territorial departments.
At the end of June 2025, notifications were sent to:
in the organization of education - in the amount of over 2,987.0 million tenge,
in the organization of health care - by 18.5 million tenge,
to sports organizations - by 15.1 million tenge,
in the organization of culture - by 17.4 million tenge.
Based on the notification sent in June, an unscheduled audit event is being carried out in relation to one of the preschool institutions, which unreasonably and in excess transferred budget funds.
In addition, the facts of unjustified transfer of budget funds were revealed in schools of Zhanakorgan and Shieli districts, as well as in one of the kindergartens in the city of Kyzylorda. The funds were returned to the budget. Disciplinary measures have been taken against responsible officials who committed these violations.
In general, the sent notifications confirmed the risks of excess payments totaling 111 million tenge, of which 104.8 million tenge were returned to the budget and to the accounts of educational organizations.
These indicators are the result of the effective work of the Department to ensure compliance with budget discipline, timely detection and elimination of financial irregularities.
