Is it possible to challenge a Government resolution, a ministerial order or another normative legal act?

The act challenged by a citizen should not be an individual decision (act) taken by a public official.

Such an act should be a statutory instrument as provided for in the Law of the Republic of Kazakhstan ‘On Statutory Instruments of the Republic of Kazakhstan’, whilst complying with the established conditions for admissibility of appeals to the Constitutional Court.
