The need to create independent external control bodies on the ground was caused by a number of objective reasons.
The date of signing of the Decree of the President of the Republic of Kazakhstan "On improving the external state financial control bodies in the regions" - May 2, 2011-became the starting point for the creation of audit commissions as independent state control bodies of the unified integrated system of state audit and financial control.
By the decree of the Akimat of the Karaganda region of September 6, 2011, the audit commission for the Karaganda region was established in the form of a state institution, and the Regulation on the Establishment was approved by the decision of the regional Maslikhat of September 14, 2011.
The composition of the audit commission for the Karaganda region was formed from the most experienced employees of financial and control bodies.
A significant contribution to the formation and development of the audit commission in the Karaganda region was made by its veterans: Almagul Taimanovna Userova, Kurolai Madeshevna Bekmagambetova, Vladimir Fedorovich Samoylyuk, Zharolla Iskakovich Iskakov, Svetlana Aleksandrovna Sarzunova, Serik Zhumatayevich Zhumatayev, Karygul Zhekeyev, Kasymova Ayman Sagimbekovna.
The staff is 49 people. The team is based on experienced qualified specialists with many years of experience in the field of economics and finance.
The Audit Commission today is a control body that guards the efficiency and legality of the use of budget funds and state assets.
As part of the exercise of its powers, the Audit Commission closely and fruitfully interacts with the regional maslikhat, maslikhats of districts and cities of the region, the Department of Internal State Audit for the Karaganda region, law enforcement and other bodies.
The Law of the Republic of Kazakhstan "On State Audit and Financial Control", adopted on November 12, 2015, became a new important stage in the creation of a comprehensive system of state audit based on the most advanced international experience.
Within the framework of the requirements of the Law, the audit and financial control of the audit Commission is aimed at ensuring transparency and efficiency of the formation and use of local budget funds and state assets by conducting audit, expert and analytical measures to prevent, identify and suppress violations and shortcomings.
