BY 2020 ALL PEOPLE OF THE KOSTANAY REGION WILL HAVE ELECTRONIC HEALTH PASSPORTS

Since the beginning of the year 118,899 electronic health passports have been digitized by the outpatient services of the Kostanay region, which is 14.5% of the population registered in medical institutions. By the end of this year it is planned to increase this figure to 50%. The head of the Regional Health Department, Yerken Dautbayev, said this during the expanded board. As part of the digitalization program, the Dmed medical information system is being implemented in 40 medical institutions of the region. However, this issue is hindered by the access to broadband Internet, which is not available in many remote settlements of the region. “Out of 511 health facilities in the region, 164 facilities are provided with access to broadband Internet connection, which is slightly more than 32%. During the first half of the year, we intend to connect 167 facilities to the mobile Internet and to increase the availability of Internet access to 65%. By the end of the year, 143 more facilities will be connected to broadband Internet, thereby the total access rate will reach 93%,” Ye. Dautbayev assured. It should be noted that the level of Internet availability is dramatically different in cities and regions. While in the cities of Kostanay, Rudny the provision is 100%, in such districts as Kostanay, Denisov, Naurzum it is about 25%, in the districts of Karabalyk, Amangeldy, Zhetikara – less than 20%, and in Uzunkol, Fedorov, Karasu, Zhangeldy districts – less than 10%. “For these purposes more than KZT 1 billion were allocated from the regional budget. Of these, in 2017, more than KZT 360 million was allocated for the introduction of the medical information system, about KZT 73 million for the computer equipment, 429 units were purchased,” the head of the profile administration informed. “In the current year more than KZT 232.3 million were allocated for providing access to the broadband Internet connection, about KZT 388 million for the computer equipment (for the purchase of 1,427 units of the computer equipment), which will allow reaching 100% of the provision”.
According to Ye. Dautbayev, in the framework of the work carried out since the beginning of the year, 118,899 electronic health passports have been digitized in the region's outpatient services. “This is 14.5% of the population registered in medical institutions. By the end of this year it is planned to increase this figure to 50%. And by 2020, it is planned to ensure 100% coverage,” he said. It should be noted that today in the region SMS alerts, online doctor's records, online consultations, virtual consultations function for early diagnosis of diseases. “Online record to the doctor through the mobile application is planned to be increased by the end of 2018 to 30%, in 2019 – 50%, in 2020 – 70%. The online consultation “doctor-patient” is planned to be in 2019 - up to 50%, in 2020 - up to 70% (according to medical indications). In general, for the successful implementation of work on SMS notifications, additional funding of about KZT 20 million per year are required,” Ye. Dautbayev said. By the way, today 71% or 6 thousand medical workers of the region already use the introduced medical information system. Many clinics in the city, as well as in the cities of Arkalyk and Rudny, have been already actively using the system for such positions as hospitalization and discharge, use of mobile applications, registration of the population, electronic passports.
