The program is open to individuals who have a specialty in the field of:

Social assistance from the state is provided in the form of:
one-time lifting allowance of 70 MCI;
issuing a loan in the amount of 1500 MCI with an annual interest rate of 0.01% for the purchase or construction of housing for up to 15 years.
Procedure of the program " with a diploma-to the village!»
The candidate is independently looking for work in a rural locality (hospitals, veterinary clinics, schools, kindergartens, sports complexes, etc.) or they can apply to the local akimat. In addition, you can find out about the availability of vacancies on the sites of akimats, there is also contact information for communication.
If there are vacancies, the district Commission accepts an application from the candidate to conclude a loan agreement and / or pay benefits.
Within one month, the district Commission reviews the received documents and makes a decision on providing social support measures to specialists. After that, an agreement is concluded between the district mayor, the candidate and the agent's attorney (the one who allocates funds for the loan).
As part of the agreement, the specialist undertakes to work for at least 3 years in a rural organization and provide collateral for the loan in the form of purchased housing or other liquid real estate, followed by collateral for the built housing.
After the conclusion of the agreement, the specialist is paid a lifting allowance within 7 working days. The loan disbursement period is calculated from the moment the loans are transferred from the lender's account and is 22 months.

When receiving a lifting allowance:
application (issued by the receiving authority);
a copy of your ID card;
a copy of the education document (diploma);
a copy of the employment record, certified by the personnel service at the new place of work;
address certificate from the place of residence confirming residence in the relevant locality;
information about the previous place of residence from the migration service.
To obtain a budget loan for the purchase of housing, you must additionally submit:
act of assessment of the acquired real estate;
a copy of the marriage certificate (if available);
certificate of the absence(presence) of real estate in the specialist, his(her) spouse and children in this rural locality.
To get a budget loan for housing construction, you must additionally submit:
act on the right to use the land plot provided for housing construction in the name of a specialist;
certificate of assessment of collateral property;
the contract of insurance of collateral property;
written consent to co-Finance the part of housing construction that exceeds the amount of the loan issued;
a copy of the marriage certificate (if available);
certificate of the absence(presence) of real estate in the specialist, his(her) spouse and children in this rural locality.
Documents are submitted in originals and copies for verification, after which the original documents are returned to the specialist.
