In pursuance of the election program "A Just Kazakhstan – for all and everyone. Now and forever," work is underway to reduce the depreciation of heating networks to 43% by 2029.
In the region, heat supply is provided by 20 enterprises, including 19 of which are in state communal ownership.
In total, there are 4 CHPPs and 113 boiler houses, 698 autonomous heating systems operating in the region. The average depreciation of heat sources as of 1.01.2026 is 40.5%.
The total length of heating networks in the region is 759.230 km, of which the length of main lines is 201.826 km, and intra-block lines are 557.404 km. The average depreciation of heating networks as of 1.01.2026 is 43%. As part of the 2026 repair campaign, the average depreciation of heating networks is planned to be reduced from 43% to 42.8%.
To ensure uninterrupted heat supply in 2026, about 7.5 billion tenge has been allocated from the budget (RB 2.7 billion, OB 2.0 billion tenge, Government reserve 2.8 billion tenge), including 4.7 billion tenge for the repair and reconstruction of heating networks (repair of 4.06 km), and 2.8 billion tenge for the reconstruction and repair of thermal equipment and the purchase of boiler equipment (Government reserve).
Within the framework of the national project "Modernization of the Energy and Communal Sectors" for 2026-2029, it is planned to implement 7 projects totaling 7.6 billion tenge for the reconstruction of 4.5 km of heat supply networks (Kostanay, Lisakovsk, Rudny, Zhitikara).
Information in the field of power supply
Electricity production in the region is carried out by 8 energy sources with a total installed capacity of 459.6 MW (Kostanay CHPP, Kostanay CHPP-2, CHPP of JSC "SSGPO", Arkalyk CHPP, WPP "Ybyrai", WPP of LLP "KazWindEnergy", WPP of LLP "Aspan Energo", SPP of LLP "Altyn Solar Energy"). The region receives the missing volume of electric energy from the Single Purchaser.
Transmission and distribution of electric energy is carried out by 4 private enterprises (LLP "Mezhregionenergotranzit", LLP "EPK-forfait", LLP "EPK-Atica", LLP "Kun ElektrSet") and 3 state communal enterprises (SCE "Kostanayuzhelektroservis", SCE "Lisakovskgorkommunenergo", SCE "Zhitikarakommunenergo").
The total length of the region's power supply networks is 27,110.1 km. The average depreciation of power supply networks is 64.5%.
The issue of developing the region's power supply system is of strategic importance today.
Currently, the issue of reconstructing the power supply system of the city of Arkalyk, Amangeldy and Dzhangeldy districts is being worked out. In 2023, design and estimate documentation was developed for the reconstruction of 37.8 km of power supply networks, 3 substations, and 4 distribution points in the city of Arkalyk. The total project cost is 9.1 billion tenge. This project is included in the Comprehensive Development Plan of the Torgai region.
Also, this year, the construction of the "Batys – Zapadnaya" line was completed, which will relieve existing substations by 35 MW and further distribute this capacity for the development of the regional center.
In order to strengthen the power supply scheme of the regional center, as well as due to the limitation of free capacity at existing substations, this year the development of design and estimate documentation began for the construction of 3 new substations in the southern and central parts of the city, as well as on the territory of the Industrial Zone. At the same time, the construction of the "Ortalyk" substation is planned.
In addition, the Energy Department is working on the development of a Regional Scheme for the Development of Electric Networks in the Kostanay region until 2030 with a perspective until 2050, with a total cost of 29.3 million tenge. The regional scheme will contribute to effective planning of new capacity commissioning, ensuring the reliability of power supply, etc.
