Tasks and powers of the State body

 

13. Tasks: 

      1) implementation of the state policy in the field of culture and language development within the competence of the Department;

      2) taking measures aimed at the revival, preservation, development and dissemination of the culture of the people of the Republic of Kazakhstan;

      3) creating conditions for the study and development of the state and other languages of the people of Kazakhstan;

       4) preservation of historical and cultural heritage; 

         5) ensuring the development of infrastructure and strengthening the material and technical base of subordinate cultural organizations.

      14. Powers:

      1) rights:

      to request and receive from government agencies, other organizations and citizens, within the limits of their competence, information necessary for the performance of their functions;

      to be a plaintiff and a defendant in court, as well as to exercise other rights that do not contradict the law;

      other rights in accordance with the current legislation of the Republic of Kazakhstan competence;

      2) responsibilities:

compliance with the norms of the current legislation of the Republic of Kazakhstan;

      high-quality and timely execution of acts and instructions of the President, the Government of the Republic of Kazakhstan and other central executive bodies, as well as akim and akimat of the region and district;

      interaction with government agencies and other organizations on the implementation of the Laws of the Republic of Kazakhstan "On Culture", "On languages" and other regulatory legal acts;

 

      providing explanations to legal entities and individuals on issues within the competence of the Department;

      development of proposals for the formation of a budget for the maintenance of cultural institutions and enterprises;

      development and implementation of proposals to improve the effectiveness of the state policy in the field of culture and language development;

      preparation of information and analytical materials and documents on issues related to the competence of the state body;

      to monitor the effectiveness of the use and safety of the property of subordinate organizations;

      other duties provided for by the legislation of the Republic of Kazakhstan.

15. Functions:

1) within its competence, implements the Laws of the Republic of Kazakhstan "On Culture", "On Languages" and other regulatory legal acts;

2) makes proposals to the local executive body of the district on the creation, reorganization, liquidation of state organizations of culture and language development of the district in accordance with the procedure established by the legislation of the Republic of Kazakhstan;

3) supports and coordinates the activities of subordinate organizations of culture and language development of the district for the development of cultural and leisure, library activities and language development, provides methodological and advisory assistance; 

4) conducts certification of state cultural organizations of the district; 

5) carries out socially significant, spectacular cultural events at the district level in the field of culture;

8) within its competence, it manages communal property in the field of culture;

9) performs other functions within the competence established by the legislation of the Republic of Kazakhstan.
