About public services
In accordance with the Law of RK "On public service", according to the developed standards and regulations for public services in the field of veterinary the veterinary Department of the akimat of Kostanay region are 2 types of public services:
1. on an alternative basis, through the e-government and E-licensing portals, a state service is provided for issuing a license to engage in activities in the field of veterinary medicine in terms of issuing a license to engage in activities for conducting veterinary and sanitary examination of products and raw materials of animal origin.
This service is provided to individuals and legal entities, and the license is issued for the entire period of activity. The license is issued within 15 business days.
2. the State service for assigning accounting numbers to production facilities engaged in animal rearing, harvesting (slaughter), storage, processing and sale of animals, products and raw materials of animal origin, as well as organizations for the production, storage and sale of veterinary drugs, feed and feed additives is provided through local Executive bodies of districts and cities of regional significance. This public service is partially automated and is provided through the Web portal of the Unified automated management system of the Ministry of agriculture of the Republic of Kazakhstan.
The state service is provided to individuals and legal entities for assigning accounting numbers:
- production facilities that grow and sell animals and poultry;
- meat and poultry processing enterprises, slaughterhouses and sites;
- production facilities that process products and raw materials of animal origin (meat, fish and fish products, honey and bee products, raw materials of animal origin, milk and dairy products);
- production facilities that store and sell veterinary drugs; as well as the production and sale of veterinary drugs;
- production facilities that store and sell products and raw materials of animal origin;
the production facilities engaged in the production, storage and sales of feed and feed additives.
Confirmation of the registration number assignment is issued in paper form.
The registration number is issued for the entire period of operation of the production facility, with the exception of slaughter sites. Registration numbers are issued to slaughter sites for a period of one year and are subject to annual confirmation prior to the construction of an MPP or slaughterhouse in the region. The registration number is assigned within 3 business days.
All types of public services are provided on the principle of "one window", which excludes direct contact of the service recipient with the service provider and reduces corruption risks in the activities of the veterinary Department in the provision of public services.
In accordance with the number of state services rendered, the most popular is the state service for "Assigning accounting numbers to production facilities engaged in animal rearing, harvesting (slaughter), storage, processing and sale of animals, products and raw materials of animal origin, as well as organizations for the production, storage and sale of veterinary drugs, feed and feed additives": in 2018, 159 out of 163 services were provided for assigning accounting numbers (4 services – this is the license for occupation by activities in the field of veterinary medicine), 5 months of 2019 on assignment of account numbers provided to 65 of the 75 services (10 services – issuance the application for a license to engage in activities in the field of veterinary).
Information about the procedure for providing public services, including in electronic format, is available on the e-government portal, the departmental Internet resource of the veterinary Administration, in the lobby of the Administration building on information stands. This information is updated regularly in accordance with changes and additions.
In the veterinary Department, a "self-service Corner" of electronic public services is available for service recipients.
For the entire period of rendering public services, no violations of the terms of rendering public services, complaints about the activities of the service provider or officials, or unjustified refusals and deviations in the provision of public services were registered.
