The following concepts are used in the Methodology:

      1) special children's group – a children's group for classes in a certain sport, in which only children with special educational needs or children with disabilities of one nosological group are allowed to enroll;

      2) the amount of per capita normative financing – financing of expenses for the current provision of infrastructure, property and expenses for the implementation of the training process, determined on the basis of the per capita standard of financing;

      8) supplier – a legal entity or an individual entrepreneur, regardless of the form of ownership, departmental subordination, types and types, except for educational organizations;

 Chapter 2. Algorithm for calculating per capita regulatory financing of the state sports order

The calculation of the cost of services provided to children by the supplier for the reporting period is carried out in accordance with the following formula:

      S = N * T, where:

      S – amount to be paid, in tenge;

      N – the number of actual visits per month, but not more than the established limit, in accordance with Appendix 2;

      T is the cost in tenge, for one lesson.

      The calculation of the cost of services for classes with children in inclusive, integrated and special groups is carried out with the division of the cost of calculation for children with disabilities and special educational needs.

The cost of one lesson is calculated according to the following formula:

      T = TTOI + TTP, where:

      TTOI – expenses for the current provision of infrastructure and property of the supplier;

      TTP – expenses for the implementation of the training process.

The calculation of the expenses of one lesson is carried out according to the following formula:

      TTOI = STOI + (STOI * REGION) + (STOI + STOI * REGION) * KTOI-V, where:

       STOI is the basic cost of expenses for the current provision of the infrastructure of the supplier's property, calculated from the rate of the minimum calculated indicator and includes utilities, rental services, Internet and telephone communications, video surveillance, costs of licensed software, ongoing repairs and other current costs, with the exception of special consumables that ensure the functioning of the infrastructure and daily consumables materials for conducting classes. The value of the indicator value for the stationary mode of rendering services is 1 MCI * 0.045, for the remote mode of rendering services (using videoconferencing technologies) is 1 MCI * 0.01125.

      KREGION is a correction factor for the region of service provision by the supplier, in accordance with the values provided in Annex 3 to this Methodology (hereinafter referred to as Annex 3).

      KTOI-V is a correction factor for the complexity of providing the supplier's infrastructure in accordance with the values presented in Annex 2 for each sport and includes the purchase of special consumables that ensure the functioning of the infrastructure, their maintenance and repair. It is used for suppliers using infrastructure that requires special consumables and has the following range of correction coefficients:

      In the event of the establishment of restrictive measures on the part of the state, leading to forced downtime of suppliers, including due to quarantine, social, natural and man-made emergencies, as a result of which children do not attend the sports section, the calculation of the costs of one lesson is carried out in full for each lesson not held in accordance with the formula of paragraph 5.

The calculation of the expenses of the CCI of one class is carried out according to the following formula:

      TTP = STP + STP * REGION + (STP + STP * REGION) * KTP-OV + KTP-M, where:

      STP is the basic cost of labor costs for the implementation of the training process, calculated from the rate of the minimum calculated indicator and includes the remuneration of the main and auxiliary personnel, social contributions, mandatory pension contributions, contributions and deductions for compulsory health insurance and a single aggregate payment (for self-employed persons), as well as expenses related to with additional payments and compensation of wages established by the legislation of the Republic of Kazakhstan. The value of the indicator value for the mode of conducting classes in groups is 1 MCI * 0.215, for the individual mode of conducting classes is 1 MCI * 0.28.

      KTP-S is a correction factor for the need to provide the educational and training process with special educational programs adapted for children with disabilities or children with special educational needs in accordance with Appendix 2 for each sport, has the value: 1, if there is a need and 0, if there is no need.
