As for the elections, it is the reform of local government and self-government aimed at solving a number of strategic tasks:
- firstly, the introduction of electability of local self-government bodies as a principle of open public administration and the implementation of the concept of a "hearing state";
- secondly, the expansion of citizens' participation in the development of rural areas and the solution of local issues;
- thirdly, the gradual transfer of executive and legislative powers to the grassroots level;
- fourth, the development of political competition through the expansion of the powers of parties during direct elections of rural akims.

In one of his speeches, he noted that such a concept as "voting against everyone" should become the norm for Kazakhstanis.
