Identification of farm animals

In the Republic of Kazakhstan and on the territory of our district, the procedure for identifying farm animals is carried out, the purpose and objectives of which are aimed at creating a database, strengthening control over the state of animal health, its movement, tracking situations, and is also a tool to ensure the effectiveness of preventive measures, quarantine and elimination of foci of acute infectious diseases, prevention of theft of animals. Agricultural animals located on the territory of the Republic of Kazakhstan are subject to identification.

The young of farm animals are identified no later than fourteen working days from the date of reaching the following age: calves, lambs, goats, camels - after seven days from the date of birth; foals - from the age of four months (when turing), after seven days from the date of birth (when chipping); young ungulates (donkeys, mules, ponies, zebra, kulan and other animals) - from the age of four months (with branding), after seven days from the date of birth (with chipping). Breeding piglets, piglets intended for further breeding and reproduction, and piglets that are kept in households of the population - after seven days from the date of birth; piglets kept in agricultural enterprises, peasant and farm farms, and intended for industrial cultivation, fattening, followed by slaughter until the age of nine months - after seven days from the date of birth; piglets not slaughtered before the age of nine months, kept in agricultural enterprises, peasant and farm farms, and intended for industrial cultivation and fattening - after seven days from the date of the onset of nine months of age

Assignment of individual numbers to agricultural animals is carried out sequentially according to the issue of individual numbers carried out by the processing center separately for each region, cities of republican significance, the capital. The issue of individual numbers is not carried out for piglets up to the age of nine months, kept in agricultural enterprises, peasant and farm farms and intended for industrial cultivation, fattening with subsequent slaughter, foals and young ungulates in the case of subsequent identification upon reaching the age of four months by the method of branding

The entire procedure for the identification of farm animals and the issuance of a veterinary passport is a public service. The state service is provided by veterinary organizations. To receive a public service, an individual or legal entity (hereinafter referred to as the service recipient) submits an application to the veterinary organization, or through the portal, in the form according to the appendix. An employee of a veterinary organization on the day of receipt registers the application and sends it to the head of the veterinary organization, who is appointed a responsible veterinarian. The responsible veterinarian checks the completeness of the submitted documents within two working days from the date of registration of the application. If the service recipient submits an incomplete package of documents, and (or) submits expired documents, the responsible veterinarian prepares and sends the service recipient a reasoned refusal to further consider the application. If the service recipient provides a full package of documents, the responsible veterinarian checks the individual number of the farm animal in the database, draws up the result of the provision of public services.

In case of damage or loss of products (means) for identification of farm animals (in case it is impossible to determine the individual number of an agricultural animal), the animal is isolated by the owner until the individual numbers of other farm animals are verified with veterinary passports and a database.

If the products (means) for the identification of farm animals have been lost in several farm animals, the establishment of individual numbers of farm animals is carried out according to additional data specified in the veterinary passport (gender, color of the farm animal, additional signs). In these cases, the owner of farm animals applies to the veterinary organization of the corresponding administrative-territorial unit. The establishment of individual numbers of farm animals is carried out within no more than five calendar days from the date of application of the owner of farm animals. Re-identification of farm animals for the reasons specified in this paragraph is carried out in accordance with the procedure established by these Rules, with the assignment of a new individual number to the farm animal within no more than thirty calendar days from the date of application by the owner. When assigning a new individual number to an agricultural animal, the relevant information is reflected in the database and veterinary passport (re-identified) with reference to the previous individual number of the agricultural animal, indicating the reasons for re-identification of the agricultural animal.

At the disposal of large farm animals (sale for reproduction), the veterinary passport is transferred to the new owner of the farm animal with the appropriate mark in it. When a part of a group (flocks) of small farm animals is disposed of (sold for reproduction), an extract from the veterinary passport is issued to the new owner. Upon arrival of a small farm animal at the destination, a veterinary passport is issued without changing the existing individual number of the farm animal. The relevant information is entered into the database.

After the slaughter of farm animals at slaughter sites (slaughter sites), slaughterhouses and meat processing enterprises, veterinary passports and products (means) for the identification of farm animals are transferred according to the inventory to veterinary organizations by veterinarians of slaughter sites (slaughter sites), slaughterhouses and meat processing enterprises, and when slaughtering farm animals for personal consumption – by the owners. In case of death of an animal, veterinary passports and products (means) for identification of farm animals are destroyed by veterinary organizations with the direction of relevant information to the units of local executive bodies.

If the veterinary passport is lost or damaged, a duplicate is issued. To obtain a duplicate of the veterinary passport, the service recipient submits to the veterinary organization, or through the portal, an application in the form. Upon receipt of an application for a duplicate veterinary passport, the veterinarian of the veterinary organization checks the individual number of the farm animal in the database within two working days from the date of submission of the application, draws up a duplicate of the veterinary passport with the inscription "Duplicate" in the upper right corner and indicating the date of the initial issuance of the veterinary passport and the date of its renewal, or a reasoned refusal to provide a public service. Lost, damaged veterinary passports are considered invalid from the date of submission of the application by the owners of farm animals.

If it is necessary to obtain an extract from the veterinary passport, the service recipient submits an application to the veterinary organization, or through the portal. The veterinarian of the veterinary organization considers the application within thirty minutes and issues an extract from the veterinary passport, or a reasoned refusal to provide a public service. The grounds for refusal to provide a public service are:

1) establishing the unreliability of the documents submitted by the service recipient for obtaining a veterinary passport, and (or) the data (information) contained therein;

2) non-compliance of the service recipient and (or) the submitted data and information necessary for the provision of public services with the requirements established by these Rules;

3) in relation to the service recipient, there is a court decision (verdict) that has entered into legal force on the prohibition of activities or certain types of activities that require obtaining a veterinary passport.

However, despite the seemingly simplicity of the identification procedure, in practice we have to face such facts as refusal to carry it out, incomplete provision of farm animals by type and quantity from the available livestock, etc. This fact is a violation of clause 25 of the Law of the Republic of Kazakhstan "On Veterinary Medicine", for violation of which an administrative fine is provided according to Part 3 of Article 406 Administrative Code "Failure to conduct or improper conduct of veterinary measures, as well as violation of the terms of their conduct" - for individuals in the amount of twenty-five, for officials, small businesses or non-profit organizations - in the amount of one hundred and twenty-five, for medium-sized businesses - in the amount of two hundred and fifty, for large businesses - in the amount of five hundred monthly calculation indices.

In this regard, we kindly ask the residents and heads of agricultural formations of our district to take seriously the procedure for identifying farm animals.
