Dear residents of Uzunkolsky district, we inform you that in order to prevent cattle theft, it is necessary to identify all farm animals located in the households of the population.
According to the Rules of identification of farm animals approved by the Order of the Minister of Agriculture of the Republic of Kazakhstan dated January 30, 2015 No. 7-1/68, developed in accordance with subparagraph 38) of Article 8 of the Law of the Republic of Kazakhstan dated July 10, 2002 "On Veterinary Medicine:
Agricultural animals located on the territory of the Republic of Kazakhstan are subject to identification.
Young farm animals are identified no later than fourteen working days from the date of reaching the next age:
calves, lambs, goats, camels – after seven days from the date of birth;
foals - from the age of four months (with branding), after seven days from the date of birth (with chipping);
young ungulates (donkeys, mules, ponies, zebra, kulan and other animals) - from the age of four months (with branding), after seven days from the date of birth (with chipping);
breeding piglets, piglets intended for further breeding and reproduction, and piglets that are kept in households of the population - after seven days from the date of birth;
piglets not slaughtered before the age of nine months, kept in agricultural enterprises, peasant and farm farms, and intended for industrial cultivation and fattening – after seven days from the date of the onset of nine months of age.
We also inform you that according to paragraphs 5, 6 of Article 25. The Law of the Republic of Kazakhstan dated July 10, 2002 "On Veterinary Medicine" includes the "Duties of individuals and legal entities to prevent animal diseases, including diseases common to animals and humans":
item 5 - provide identification of farm animals;
item 6 - notify the subdivisions of local executive bodies carrying out activities in the field of veterinary medicine, state veterinary organizations established by local executive bodies, bodies of state veterinary and sanitary control and supervision about:
newly acquired (acquired) animal(s), received offspring, its (their) slaughter and sale;
in cases of death, simultaneous illness of several animals or their unusual behavior, and before the arrival of veterinary specialists, state veterinary and sanitary inspectors, take measures to isolate the animals if they are suspected of the disease;
Also, for violations of the requirements of veterinary legislation, an administrative penalty is provided in the form of a fine according to Part 9 of Article 406. "Code of the Republic of Kazakhstan dated July 5, 2014 No. 235-V of the ZRK On Administrative Offenses":
- Part 9. Failure to notify subdivisions of local executive bodies operating in the field of veterinary medicine, state veterinary organizations established by local executive bodies, bodies of state veterinary and sanitary control and supervision of:
1) newly acquired (acquired) animal(s), received offspring, its (their) slaughter and sale;
2) cases of death, simultaneous illness of several animals or their unusual behavior and before the arrival of specialists in the field of veterinary medicine, state veterinary and sanitary inspectors, failure to take measures for the isolated maintenance of animals if suspected of disease –
entails a warning or fine for individuals in the amount of five, for small business entities or non-profit organizations a fine in the amount of twenty-five, for medium-sized businesses - in the amount of fifty, for large business entities - in the amount of one hundred monthly calculation indices.
- Part 10. The action (inaction) provided for by part nine of this article, committed repeatedly within a year after the imposition of an administrative penalty, –
entails a fine for individuals in the amount of thirty, for small businesses or non-profit organizations - in the amount of fifty, for medium-sized businesses - in the amount of one hundred, for large businesses - in the amount of two hundred monthly calculation indices.
