The program "With a diploma to the village" has been implemented in the country for more than 10 years. It was developed and implemented to stimulate and strengthen specialists in the field of health, social security, education, culture, sports, agriculture, forestry.
On July 17, 2020, amendments to the Laws of the Republic of Kazakhstan "On State Regulation of the Development of the Agro-industrial complex and Rural Areas" and "On the State Service of the Republic of Kazakhstan"came into force.
Now the program" With a diploma to the village " also applies to civil servants.
Thus, within the framework of this program, civil servants, with the exception of senior positions, who arrived to work and live in rural settlements, are provided with additional social support measures - a lifting allowance and social support for the purchase or construction of housing.
The inclusion of civil servants from villages and rural districts in this program is due to the fact that there is currently a shortage of personnel in local executive bodies at the rural level.
The largest number of such vacant public positions is available in the Karasu, Uzunkol districts and in the district of B. Maylin.
Four civil servants arrived to work in the villages of Naurzum, Karabalyk, Altynsarinsky and Beimbet district of Maylin. Now these individuals are implementing the opportunities of the state program "With a diploma to the village" and apply for social support measures.
It is worth noting that all funds are issued in order of priority.
For the participants of this program, state support is provided in the form of a budget loan for housing. Its maximum amount increases annually, as it is related to the annual monthly calculation index. Today it is 1500 MCI. The lending rate is only 0.01% with a loan term of 15 years. The size of the lifting allowance is 100 MCI.
Thanks to this program, the image of the village is improved and the problems of forming the personnel potential of villages and rural districts are solved. And most importantly, specialists get the opportunity to realize themselves in a particular field, bringing benefits to the development of rural areas.
