State targeted social assistance is a payment in cash provided by the state to families with a monthly average per capita income below the poverty line (70% of the subsistence minimum established in the Republic of Kazakhstan).
To assign targeted social assistance, you must submit an application through the e-government portal.
In the new TSA format, able-bodied citizens who are part of a family must necessarily be covered by active employment measures. A social contract is concluded with them, in which all the requirements for its implementation are prescribed. In case of non-fulfillment of which, the payment of social assistance will be terminated for the entire family for up to 6 months.
The main tasks also remain: employment of able-bodied citizens, from among the recipients of targeted social assistance, by creating conditions for their employment, assistance in organizing subsidiary farms, charity, and other specific measures that increase the profitability of citizens . In the new mechanisms for providing TSA, special attention is paid to supporting children from low-income families. The innovation here is a guaranteed social package for children from among the recipients of targeted social assistance.
The guaranteed social package consists of two types. It depends on the age of the child.
For children from 1 to 6 years old, food products and household chemicals are provided. Grocery items include various cereals, mashed potatoes, juices, milk, and so on. This is all fortified, recommended by the Ministry of Health, taking into account the deficiency of iron and other minerals. Children receive food packages on a monthly basis. A set of household chemicals, which include toothpaste, baby brush, washing powder, household soap, toilet soap, is provided once a quarter. One package is provided for each child.
Targeted social assistance is not a benefit, but state support for citizens who find themselves in a difficult life situation, aimed at improving the financial situation of low-income families and stimulating their resources to overcome the crisis.
