In 2021, No. 56 / NK adopted a joint order on the implementation of a pilot project for the provision of public services for the purpose of state targeted social assistance through the E – Government portal
(hereinafter referred to as the Order).
According to the above-mentioned Order, starting from March 1, 2021, the service for assigning state targeted social assistance (hereinafter referred to as TSA)is provided through the E – Government portal (hereinafter referred to as PEP).
In this case, the collection of information about the applicant and his family members (personal information, category, bank account, address of residence, income information, etc.), familiarization with the preliminary condition of the social contract, the formation of an application with the electronic digital signature of the applicant with a positive verification result is carried out on the site of the PEP.
The generated electronic application is automatically sent
to the service provider through the AIS "Social Assistance" for making a decision on the appointment or refusal within 15 days after the registration of the application.
The procedure for the appointment and payment of state targeted social assistance, the provision of a guaranteed social package is determined in accordance with the Law of the Republic of Kazakhstan of July 17, 2001
"On State Targeted Social Assistance" and the Rules for the appointment and payment of State Targeted Social Assistance, approved by Order No. 320 of the Minister of Health and Social Development of the Republic of Kazakhstan dated May 5, 2015.
Taking into account the above acceptance of applications for the appointment of TSA
In the second quarter of this year, they will be implemented through PEP, as an alternative to the traditional form of providing the above-mentioned services, while the practice of automatic prolongation of applications to current recipients of TSA will be canceled, taking into account the loss of the norm of the Rules for the Provision of Public Services in the Social and Labor sphere and the provision of food and household supplies to certain categories of the population for the period of the state of emergency and restrictive measures approved by Order No. 109 of the Minister of Labor and Social Protection of the Population of the Republic of Kazakhstan dated March 25, 2020.
For those who do not have an electronic digital signature and the ability to access the PEP, self-service zones operate with the necessary measures to eliminate the risk of infection with coronavirus infection among the population.
