I decided to write my own article on the issue of stimulating the professional growth of civil servants.
Today, in the conditions of fierce competition of countries on the world stage, public administration must be effective, and accordingly, this requires civil servants who meet all the requirements. Also, the issue of personnel qualification and the formation of a positive image of a civil servant was repeatedly voiced in the speeches and messages of the First President of the Republic of Kazakhstan N. A. Nazarbayev.
In this regard, the Institute of Public Service requires constant analysis, identification of problems in this area, their solutions, as well as improvement.
Before entering the public civil service, citizens are tested for knowledge of the legislation of the Republic of Kazakhstan. In the case of a positive test, tasks are passed to determine the level of stress tolerance, initiative, responsibility, orientation to the consumer of services and their information, integrity, self-development, efficiency, cooperation and interaction, activity management, decision-making, leadership, strategic thinking, change management.
The above-mentioned qualification requirements correspond to the modern state apparatus based on the principle of" serving the people". After all, protecting the interests of the people is one of the main tasks of civil servants.
Although citizens entering the civil service for the first time have passed these stages with a positive assessment, the internal activities of the state body are unknown to them.
At the same time, the main role in familiarizing citizens with the basics of public service, in mastering the competencies and tasks of the chosen public position is played by the institute of mentoring.
Currently, citizens of the newly arrived to the administrative civil service probationary period established in order to determine whether to hold public office in accordance with the order of the Chairman of Agency of Republic of Kazakhstan for civil service Affairs and anti-corruption dated October 21, 2016 № 21 "On approval of the Rules and conditions of probation and order approval mentors".
The trial period is three months. At this stage, including during its extension, mentors are assigned to citizens who are first accepted into the administrative public service.
A mentor can be appointed by a civil servant with at least two years of public service experience, who has high professional qualities, performance evaluation results not lower than "effective" during the last year, a propensity for educational work and authority in the team, as well as who does not have disciplinary penalties.
In the Kostanay region, the probationary period is set for 293 citizens. 90 of them are currently on probation.
In addition, in order to strengthen the institution of mentoring, the Department implemented a project called" Online Mentor " in 2019. Today, the project continues. Over the past period of this year, about 40 young specialists took part in the project.
Veterans of the Civil Service, heads of state bodies, awarded the titles of honorary residents of the city of Kostanay will take part as mentors.
The main purpose of the meetings is to encourage young professionals, teach them a confident view of the future, and form behavior that contributes to achieving better results in their activities. The project received a positive assessment in a short time. It can be considered that thanks to the instructions of mentors, young specialists have raised the level of general education by one step, not limited to knowledge related only to public service.
Online-our mentors are citizens who have served under the motto of public service-honest duty. Today, when I come to the civil service, I am told that all conditions have been created for young people. Mentors draw the attention of young professionals to the most important things-education, legal literacy, moral discipline, honesty and purity of honor. Contributes to the fact that they are proficient in the law in order to perform their work with dignity. Very competent, skilfully organized, able to get along a lot, able to remember and think logically.
I think that the honor of every public servant is in his hands and depends on the consciousness of every person. Because, believing in the knowledge that develops from day to day, it is better to keep up!
