ALIK SHPEKBAYEV: EVERYONE WANTS TO BE MANAGERS, BUT NOT EVERYONE IS READY TO BE RESPONSIBLE FOR THE SUBORDER

"In 2020, subordinates were dismissed for corruption
6 political employees,
9 more political employees, as well as 39 managers holding positions of the administrative civil service, and 5 top managers of the quasi-public sector were brought to disciplinary responsibility.

I would like to emphasize that news about resignations is always under the close eye of citizens and the media. Everyone wants to be a leader, but not everyone is ready to be responsible for a subordinate. Submitting a formal letter of resignation and actually resigning are two different things. The comments and reprimands that have filled the teeth do not cause anything but irritation among the citizens.
Therefore, the time has come when, along with the law, it is necessary to be guided by moral and ethical principles.

In this context, we have made a collective decision that only for one fact of corruption committed by an Agency employee, his immediate supervisor will be automatically dismissed from his post. Exceptions will be made only if the head independently identified and suppressed a corruption crime."

THE EFFECTIVENESS OF ANTI-CORRUPTION EXPERTISE OF DRAFT PPA WILL BE IMPROVED THROUGH THE INTRODUCTION OF ARTIFICIAL INTELLIGENCE

"More than 3.5 thousand projects of the NPA passed the anti-corruption examination in the new format. At the same time, independent experts have identified more than 7.5 thousand corruption loopholes.

In this regard, I would like to appeal to all colleagues from the central and local executive bodies: it is necessary to stop the practice of using double interpretation of the norms that allow officials to make decisions
at their own discretion. Vague and discretionary language that creates legal conflicts should become a thing of the past. For our part, we will consistently improve the effectiveness of the expertise,
including through the introduction of artificial intelligence, " - said the chairman of Antikor.

HEAD OF ANTIKOR: IN THE CONTEXT OF THE PANDEMIC, SOME UNSCRUPULOUS OFFICIALS AND TOP MANAGERS PERCEIVED THEIR POSITIONS AS A HIGHLY PROFITABLE PERSONAL BUSINESS

"The year 2020 has become one of the most difficult in the history of mankind. An unprecedented stress test has been passed by state apparatuses around the world, faced with a large-scale decline in the level of trust of citizens.

In the context of the pandemic, when the people pinned their hopes on those to whom power was delegated, some unscrupulous officials and top managers, not fearing either the law or God, perceived their positions as a highly profitable personal business, engaged in embezzlement of budget funds and receiving bribes on a systematic basis. To enrich yourself on the mountain of your people is tantamount to treachery and murder.

We have registered 100 criminal cases, of which almost half are embezzlement of funds allocated for anti-crisis measures. The facts of the purchase of 132 ventilators at an inflated cost in the amount of more than 2 billion tenge were suppressed."

DURING THE PANDEMIC, VOLUNTEERS AND PUBLIC ACTIVISTS CONDUCTED ONE AND A HALF THOUSAND MONITORING EVENTS

"On the instructions of the President, special groups have been set up in all regions in order to prevent speculation in medicines and medical products
from among the volunteers and social activists. They conducted one and a half thousand monitoring activities covering 10 thousand pharmacies, hospitals, polyclinics and medical warehouses, and also accompanied all humanitarian aid to the final recipient.

In a short time, we conducted a thorough analysis of corruption risks in the activities of SK-Pharmacy and the Health Insurance Fund, which made the internal business processes of these organizations more transparent and understandable. The pandemic continues, so our main task is to continue the total support of the budget funds allocated for the fight against coronavirus, and to involve even more citizens in public control, " Alik Shpekbayev said.

THE PROJECT "ADULTY ALAY" PROVIDED THE TRANSITION
TO THE SERVICE MODEL OF ALL AKIMATS OF DISTRICTS AND CITIES OF REGIONAL SIGNIFICANCE

"Despite such a difficult period, we have brought the Agency's project activities to a new level, the key task of which was the widespread implementation of the principles of openness, transparency, accountability, accessibility and customer focus. Thanks to the national movement "Adaldyk Alany", which gained serious momentum, 317 akimats switched
to the service format, which allowed us to achieve one hundred percent coverage of districts and cities of regional significance. And the opening of more than 2,300 barrier-free front offices and open spaces made the process of obtaining services easier.
in state institutions, it is more comfortable. The project gave a tangible impetus to the digitalization of public services, the level of which reached 93%
with an international standard of 90%, which significantly minimized domestic corruption in this area.

It is quite logical that we have implemented the service model at home, opening anti-corruption centers in all regions. They are created for people, so it is necessary to ensure the provision of high-quality services to every citizen who applies. Anti-corruption centers should consolidate creative and proactive citizens who are willing and able to fight in practice
with corruption".

11 REGIONS OF THE COUNTRY HAVE FULLY OPENED THEIR BUDGETS

"In the development of the Interactive map of open budgets, which contains financial data of about 18 thousand state institutions for 14 trillion tenge, the Agency launched a new project "Ashyk Budget". Its goal is a large-scale involvement of citizens in monitoring the development of budget funds and improving the financial literacy of the population. Thanks to the will of the mayors and their commitment to the principles of openness and transparency, full transparency of budgets in 11 regions of the country has been ensured.

ALIK SHPEKBAYEV: EVERY RESPECTABLE ENTREPRENEUR CAN COUNT ON FULL AND RELIABLE PROTECTION FROM CORRUPTION
AND OFFICIAL ARBITRARINESS

"The activity of the Protecting business and investments project is growing-
today we support 635 companies, whose total investments amount to more than 16 trillion tenge. The project has clearly contributed to improving the business climate. According to a study by Transparency Kazakhstan, 4 out of 5 entrepreneurs surveyed conduct business without paying bribes.

Meanwhile, there are still a lot of problems. Unfortunately, business continues to experience pressure from law enforcement and regulatory authorities, so anti-corruption support for foreign and domestic investors, as well as small and medium-sized businesses, remains our priority.

I want to assure you that every respectable entrepreneur can count on full and reliable protection from corruption and official arbitrariness. Our doors are always open."

KAZAKHSTAN HAS JOINED THE NETWORK OF CORRUPTION PREVENTION BODIES

"Despite the pandemic, we have continued to expand our international partnership. Along with regular Skype calls with experts from international organizations, bilateral relations have been established
with anti-corruption agencies in Hong Kong, Italy, Serbia, Jordan, Mongolia, Uzbekistan, etc. An important step was the introduction
Kazakhstan is a member of the Network of Bodies for the Prevention of Corruption,
the advantage of participation in its work is to simplify the exchange of information.

FOR 2 YEARS, KAZAKHSTAN HAS ACHIEVED SIGNIFICANT GROWTH IN KEY INTERNATIONAL ANTI-CORRUPTION RATINGS

Overall, in the international arena, we achieved historic results last year, more than doubling the percentile rank
in the World Bank's corruption control indicator and reaching 38 points in the Transparency International Corruption Perception Index.

For comparison, if from 2012 to 2018, that is, 7 years in the CPI we moved only by 3 points (from 28 to 31), while the 124, it was only in the last two years scored 7 points, which is allowed to move
the rating above 30 points from 124 to 94. Thus
we are firmly established in the group of states with a moderate level of perception of corruption.

The international community has been highly appreciated due to the consistent political modernization and the will of the Head of State to eradicate corruption, ensure openness and customer-oriented state apparatus. Dynamic progress
in the anti-corruption ratings will have a positive impact on the economic growth and investment attractiveness of Kazakhstan, which is especially important in such a difficult economic period," A. Shpekbayev said.

DIGITAL ANTIKOR: BIG DATA AND ARTIFICIAL INTELLIGENCE

"The funds saved as a result of optimization were
primarily used to digitalize the Agency's internal business processes.
When there is a technological revolution going on all over the world, working the old-fashioned way is an unforgivable mistake. In this regard, we have given a significant impetus to the Digital Antikor project, which introduces technologies
big data and artificial intelligence. This already allows us to repeatedly optimize the time and resources for the formation of departmental reports-literally with one click. And the accelerated automation of routine personnel processes gives a real opportunity to move
from "working with documents" to "working with people".

THANKS TO PREVENTIVE AND PREVENTIVE WORK, CORRUPTION CRIMES DECREASED BY 11%

"Thanks to systematic preventive and preventive work, the number of registered corruption crimes decreased in 2020
It should be noted that in the period from 2017 to 2020, registration was reduced by 11%, which indicates a steady trend of reducing the number of corruption crimes," Shpekbayev said.

A. SHPEKBAYEV: IN 2020, 210 MANAGERS OF VARIOUS RANKS WERE BROUGHT TO CRIMINAL RESPONSIBILITY

We fully ensure the inevitability of punishment. In the reporting period, 25 particularly serious and 1368 serious crimes were suppressed, as well as 112 facts of systemic corruption. The court considers 4 cases on the facts of the creation of an organized criminal group. 210 managers of various ranks were brought to criminal responsibility. 722 persons were convicted, including one akim of the region,
4 deputy regional akims, 2 executive secretaries, 2 committee chairmen, 1 ambassador, 5 judges, 10 district akims and their deputies. Criminal cases against 5 vice-ministers are being investigated,
