In the national Plan of 100 concrete steps, the formation of a professional state apparatus and the minimization of corruption are identified as the main priorities.
At the same time, the prevention of offenses by civil servants is considered an absolute priority for the successful development of the state in modern competitive conditions. This is due to the fact that any offenses cause enormous damage to the interests of society and become a factor that hinders the economic growth of any country.
It is fundamentally important that a comprehensive approach to the prevention of offenses among civil servants is provided through the implementation of the laws "on civil service of the Republic of Kazakhstan", "on combating corruption" and the code of Ethics of civil servants.
The code of ethics provides that civil servants must ensure the safety of state property, use the entrusted state property rationally, efficiently and only for official purposes (fuel and lubricants, computer and office equipment, stationery, furniture, motor vehicles, etc.).
A similar norm is also enshrined in the duties of a civil servant under article 10 of the Law "on civil service of the Republic of Kazakhstan".
However, much attention on the part of society is paid to how and for what purposes, civil servants use official vehicles.
In this regard, the Department of the Agency of the Republic of Kazakhstan for civil service Affairs in the Kostanay region, together with the regional police Department, representatives of the media, NGOs, public associations, conducts systematic work aimed at identifying, suppressing and preventing the facts of illegal use of official vehicles.
In addition, residents of both the regional center and the regions of the region show an active civil position.
So, in the expired period of 2020, 2 facts of inappropriate use of an official vehicle were established by 2 employees of local Executive bodies against whom disciplinary cases were initiated, the guilty persons suffered strict disciplinary punishment.
As a result, there is a significant decline in the facts of illegal use of official vehicles.
