In the framework of public control over the quality of public services provided by bodies of service providers in early October of this year the head of the project office "Kostanay – Amaldi Alay" - Angela Uljanovoj visits to the Departments of architecture and urban planning, land relations akimats of Kostanay, Kostanay district, as well as in the clinics of the city.
According to the monitoring results, violations were detected in terms of informing citizens, observing the work schedule of service providers, requesting unnecessary documents, and creating conditions for low-mobility groups of the population.
According to paragraph 3, paragraph 2, article 5 of the Law "on public services" (hereinafter - the Law), service providers are required to provide complete and reliable information about the procedure for providing public services to service recipients in an accessible form.
However, when a representative of civil society applied for information on the provision of the state service "providing source materials for the development of construction and reconstruction projects (redevelopment and re-equipment)", an employee Of the Department of architecture and urban planning of the Kostanay city akimat refused to consult, referring to receiving this information only in the front office of Qostanay komek alany.
In addition, at the information booth of the Department of architecture and urban planning of akimat of Kostanay city in addition to organization Rules of construction and licensing procedures in the construction industry, Rules on rendering the state service "issue of reference to determine the addresses of real estate objects on the territory of the Republic of Kazakhstan", "the issuance of the decision on carrying out complex of works on pasturisation facilities (demolition of buildings)" and placed the standards of public services (as amended by Order of the acting Minister of national economy of Kazakhstan from March 27, 2015 No. 257).
This circumstance misled the public.
Meanwhile, taking into account the amendments, service providers are required to provide public services in accordance with the bylaws that define the procedure for providing public services.
Another fair comment from a member of the public is related to the fact that when visiting the Department of land relations of the city akimat,Tobyl (hereinafter referred to as the Department) found that there are no necessary conditions for low-mobility groups of the population (there is no ramp, call button).
Whereas, in accordance with paragraph 2, paragraph 2 of article 5 of the Law, service providers are required to create the necessary conditions for persons with disabilities when they receive public services.
When visiting polyclinics of the regional center, the procedure for providing public services "Issuing a certificate of admission to driving a vehicle", "Attachment to a medical organization providing primary health care" was subject to monitoring.
According to paragraph 8, Chapter 2 of the standard of public services
"Issuing a certificate of admission to driving a vehicle" (hereinafter-the Standard) the service provider's work schedule is from Monday to Saturday (Monday-Friday from 8.00 to 20.00 hours without a break, on Saturday from 9.00 to 14.00 hours).
However, this requirement is not met by health organizations.
In particular, it is established that the issuance of certificates for driving a vehicle (form 083-u) in the Polyclinic No. 1 of the city.Kostanay is carried out in the office number 405.
At the same time, according to the advice of a specialist of the above-mentioned office, it is possible to get it only until 17-00 hours from Monday to Friday.
Similar violations has been established and the Clinic №2 (schedule of work of the Cabinet of profpathology to 16.30 Monday to Friday), Polyclinic №3 (the schedule of work of the Cabinet of profpathology to 14.00 from Monday to Friday), Polyclinic №4 (work schedule of the Cabinet of profpathology to 15-30 hours Monday to Friday).
Thus, the work schedules of these institutions do not meet the requirements of the order of the Minister of health and social development of the Republic of Kazakhstan dated April 27, 2015 No. 272.
Moreover, in violation of paragraph 9, Chapter 2 of the Standard, employees of the KSP "Polyclinic No. 4 of Kostanay" unnecessarily require from service recipients a document confirming the fact of deprivation or loss of a driver's license.
This was evidenced by the posted ad on the door, and the consultation of an employee of the office of a professional pathologist.
Angela Alzhanova also expressed her regrets due to the absence of polyclinics on the information stands№1, №2, №3, №4 city of Kostanay by-laws and regulations that determine the procedure for providing public services.
In particular, the order of the Minister of health and social development of the Republic of Kazakhstan dated April 28, 2015 No. 281, "on approval of the Rules for providing primary health care and rules for attaching to primary health care organizations" was not posted, taking into account the amendments and additions made by the order of the Minister of health of the Republic of Kazakhstan dated April 30, 2020 No. KR DSM-42/2020 (entered into force on 14.05.2020).
Similarly, the order of the Minister of health and social development of the Republic of Kazakhstan dated March 31, 2015 No. 183 "on approval of the Rules for the examination of temporary disability, issuance of a sheet and certificate of temporary disability" was not posted, taking into account the amendments and additions made by the order of the Minister of health of the Republic of Kazakhstan dated April 6, 2020 no.
It should be noted that the claims established in the course of monitoring by the public are justified.
Taking into account these requirements, the Department Of the Agency for civil service Affairs in the Kostanay region (hereinafter - the Department) made recommendations to local Executive bodies to eliminate shortcomings.
