In Kazakhstan, in the 1st half of 2020, reforms were carried out to improve the conditions for connecting individuals and legal entities to the power supply system. By order of the Minister of energy, a number of amendments and additions were made to the relevant legislative acts in the field of electric power industry.
For example, the rules for the use of electric energy have reduced the list of documents required for concluding an energy supply contract with consumers, depending on their location in condominiums. Excluded from the list are copies of identity documents, written consent to the collection and processing of personal data, as well as documents confirming the number of registered persons in a residential building (house, apartment). At the same time, there is no need to physically sign the contract and in accordance with article 483 of The civil code of the Republic of Kazakhstan, the power supply contract is considered concluded from the moment of the first actual connection of the subscriber to the connected network. The power supply contract is public.
New changes also affected the terms of issuing technical specifications. Thus, after receiving an application in any form from the consumer, an energy transmission or energy-producing organization issues technical conditions for connecting newly introduced or reconstructed electrical installations within 5 (five) business days, together with a drawn up and signed act of differentiation of the balance ownership of electric networks and operational responsibility of the parties with the scheme for connecting the consumer.
At the same time, the procedure and terms for supplying voltage to electrical installations of consumers are established:
1) a construction and installation organization (for legal entities) or a consumer (for individuals) sends a notification (in any form) to the energy transmission (energy producing) organization about the fulfillment of technical conditions and readiness to supply voltage to electrical installations and an application for acceptance of the power supply contract;
2) power transmission (energy-producing) organization:
within 2 (two) business days from the date of receipt of the notification, performs an inspection of the external connection and compliance of the work performed with the issued technical conditions;
within 3 (three) business days from the date of receipt of the notification, it supplies voltage to consumers ' electrical installations, seals the commercial accounting system for electric energy, and issues a certificate of sealing the commercial accounting system for electric energy;
within 2 (two) business days from the date of issue of the certificate of sealing of the system of commercial accounting of electric energy sends the necessary documents to the energy supply organization chosen by the consumer.
Also, payments for electric energy by the consumer are made according to a payment document both on paper and by posting on the Internet resource of an energy supply organization or a single settlement organization, while respecting the confidentiality of personal data in accordance with the Law Of the Republic of Kazakhstan "On personal data and their protection". Payment documents are delivered via postal service, an Internet resource, by the personnel of the power supply organization or a single settlement organization.
In case of violations of the procedure for using commercial electricity metering devices, the recalculation period is determined for the entire time from the date of the last replacement of the commercial electricity metering device or the last instrumental check of its activation scheme, but not more than one year.
