Individuals and (or) legal entities, in order to obtain a permit for export or import of objects being moved (transported) before the intended start of movement, submit through the e-government web portal: www.egov.kz, www.elicense.kz (hereinafter referred to as the portal) application. To issue an import permit for breeding animals and breeding products (material), the application must be accompanied by a copy of the breeding certificate or equivalent document for each head of the animal and breeding products (material) issued by the official body of the exporting country.
The grounds for obtaining an import permit for the object being moved (transported) are: Compliance of breeding animals and breeding products with the Unified veterinary (veterinary and sanitary) requirements. Absence of restrictive measures in relation to individual countries (regions of countries), due to problems with infectious diseases of animals in accordance with the standards, recommendations and guidelines of the Code of the International epizootic Bureau, the agreement of the world trade organization on the application of sanitary and phytosanitary measures, which are confirmed, including through communication with the competent authorities of third countries;
No time restrictions for a particular exporting enterprise (group of exporting enterprises) specified in the application;
Absence of restrictive measures, quarantine on the territory of the Republic of Kazakhstan, which is planned to be imported or through the territory of which the route of controlled goods passes (if the corresponding controlled goods may be carriers (carriers) of the disease for which restrictive measures have been introduced, quarantine.
Registration of an organization or person In the register of the Customs Union.
According to subparagraph 2.1 of paragraph 2 of the Protocol of the meeting on the import of animals to the Republic of Kazakhstan dated August 26, 2020, when issuing a permit for the import of breeding cattle, send copies of breeding certificates or an equivalent document to the Republican chambers to confirm its sample.
Permits for export, import of moved (transported) objects or a reasoned refusal are received by individuals and legal entities on the portal (personal account) after signing by the Chief state veterinary and sanitary inspector of the Republic of Kazakhstan or his deputies in accordance with these Rules.
The chief state veterinary and sanitary inspector of the Republic of Kazakhstan or his deputies revoke the permit for export or import of moved (transported) objects during the validity period in the following cases::
1) a violation of the exporter, importer movable (transportable) object of the legislation of the Republic of Kazakhstan in the field of veterinary and documents of the Eurasian economic Union (including the presentation of counterfeit veterinary certificates, any inaccuracy of the presented documents movable (transportable) object);
2) changes in the epizootic situation of the exporting and importing countries for infectious animal diseases.
In case of violation of the procedure established by these Rules, the applicant may send a complaint in writing to the head of the Department. The accepted complaint is registered and considered within the time limits established by the Law of the Republic of Kazakhstan dated January 12, 2007 "on the procedure for consideration of appeals of individuals and legal entities".
The results of the review of the complaint are reported to the applicant in writing.
In cases of disagreement with the results of issuing a permit or a reasoned refusal to issue a permit, the applicant applies to the court in accordance with the procedure established by the legislation of the Republic of Kazakhstan.
