In his Address to the people of Kazakhstan dated September 1 this year "Kazakhstan in new conditions: period of action", the President of Kazakhstan outlined new priorities in the field of anti-corruption.
To date, the country's policy in this direction is based on mechanisms for preventing and preventing these public threats, so the President noted that the fight against corruption is more systematic and it is necessary to pay more attention to the causes of corruption and carry out preventive work.
Given that one of the main directions of the anti-Corruption strategy adopted in 2014 for 2015-2025 is "introduction of the Institute of public control", the development and adoption of the law "on public control", which allows ensuring transparency and accountability of state bodies and the quasi-public sector to society, is of particular importance in the framework of the President's Address. First, there is a need to further ensure transparency and openness of the activities of state bodies by public control institutions, and second, the relevance of the "loyalty platform", special monitoring groups for external analysis and evaluation of the anti-Corruption strategy for 2015-2025, and other public institutions.
It is no accident that the President also focused on combining the efforts of the state and civil society, since corruption is a deep social noise and it can only be overcome by joint efforts.
Why is it important to strengthen the role of public control among citizens? Currently, it is necessary to take into account the influence of social networks and mass media on the public consciousness and obtaining high-quality information. Any situations and trends that occur in society as a whole, state bodies, officials, as well as in General, in a short period of time are widely distributed through Internet resources and social networks and become a reality of citizens. Turning to these phenomena, not least of all citizens who have witnessed or become aware of corruption manifestations, that is, we should not forget that this is only a theory, it is necessary to check any facts and make sure that it is true or false.
In this regard, the society's activists can fully cover the issues of further development of this issue. This is evidenced by the activities of special monitoring groups and project offices "loyalty platform", aimed at eliminating domestic corruption, creating favorable conditions for citizens. The emergence of these institutions determines the closeness of relations between the state and public associations.
It is worth noting that support from each state body is important here. For our part, we will provide the necessary legal and methodological support. Today, such projects as" Antikor Live" and" Adal Komek " are working all over the country, which have shown their effectiveness in informing citizens and providing free advice. Therefore, the need to create an appropriate legal framework, supporting the institution of public control as an alternative to state control, is a very appropriate and timely decision.
At the same time, it is important to create a single information resource so that the financial and economic activities of quasi-state structures, information on the use of budget funds and other valuable data are available to the entire society.
One of the similar resources, as well as another methodological aid for active citizens, is an interactive map of open budgets set by the President. The main feature of this tool is that at the moment every citizen can verify the development of funds allocated and spent in the region from this interactive map. In Kostanay region, $ 248 billion has been allocated for 2914 budget programs, and information on spending over 1 million tenge is publicly available.
The President paid special attention to business development in the country. In terms of economic fluctuations it is important to strengthen support entrepreneurship, investors need to be confident in the safety of their funds and are aware of a powerful defence against corruption pressure, now taking measures to suppression of the facts of unjustified inclusion of entrepreneurs in the criminal prosecution, there is a project for the protection of business and investment.
However, despite all the initiatives, state bodies need the support of society. Corruption is a two-way road. There are not only bribes, but also bribes. Therefore, today we are actively working to promote the ideology of integrity. All the Agency's initiatives are actively covered in the media, and information work in social networks has been strengthened. Monitoring and analysis are conducted only with the participation of members of the public.
Another important issue is changes to the anti-corruption legislation. Thus, the President of the country noted that from 2021 it is necessary to introduce new restrictions in the fight against corruption in relation to the acquisition of public servants, deputies, judges of accounts in foreign banks, storage of cash and valuables. Thus, if the dual citizenship of a civil servant or the head of a quasi-public institution is established, they are dismissed from office. In addition, changes will be made to the criminal code in terms of tougher penalties for corruption of law enforcement officers, judges, bribe-givers and intermediaries in bribery. Special attention is also paid to the initiative, according to which measures of conditional early release are not applied to committed corruption crimes. Work is continuing to develop a system of legal protection for persons who report corruption, and the rules prohibiting the lifetime of detainees in the public service and quasi-public sector are strictly observed.
One of the legislative initiatives proposed by the anti-corruption Agency is the Institution of resignation and personal responsibility of top managers for corruption between subordinates. Now each Manager is personally responsible for the anti-corruption activities carried out in the state body and organization under his control. It should also be taken into account that the Institute of retirement is one of the most frequently discussed initiatives in society. Because people should see that not only the official or any Manager is to blame for the responsibility, but also there were optimal changes that exclude the possibility of duplication of facts in the work of the state body. If direct subordinates do not commit a corruption crime, for example, the analysis shows that there is a sharp increase in the level of corruption in this state body or in any particular regional division, the issue of bringing the head to disciplinary responsibility is considered.
Summing up, it should be noted that in case of high-quality implementation of all the initiatives expressed in the framework of the President's Address, we have a full basis for getting rid of the public threat of corruption, civil society is ready and able to interact fruitfully with state bodies, so every civil servant should understand that today the welfare and prosperity of the country depends on
