STRENGTHENING THE ROLE OF CORRUPTION PREVENTION - THE MAIN VECTOR
Number of views:4
Recently, President of Kazakhstan Kassym-Jomart Tokayev held a meeting on the fight against corruption, within which he outlined new priorities in the field of combating corruption.
Today, the country's anti-corruption policy is based on mechanisms for preventing and preventing corruption, so the President clearly outlined the fact that without eliminating the causes and conditions of corruption itself, it is a fight against windmills.
People should see that an official or a Manager has not just been brought to justice, but there have been changes for the better in the work of the state Agency itself, which will exclude the possibility of a repeat of events. Just this year, the anti-corruption Agency has put forward a number of legislative initiatives, one of them is the Institute of resignation and personal responsibility of top managers for corruption among subordinates. Now each Manager is personally responsible for the anti-corruption activities carried out in the state Agency and organization under his control.
Even if direct subordinates did not commit anti-corruption crimes, but, for example, the analysis shows that the level of corruption has increased sharply in this state Agency or in a particular regional division, the issue of disciplinary responsibility of the head will be considered.
Today, the Institute for the resignation of top managers shows its effectiveness. The anti-corruption service regularly conducts monitoring to determine the areas most susceptible to corruption, based on its results, recommendations are made regarding the heads of structures where the level of corruption is the highest, this will make managers think and strengthen their work on prevention.
Today, the focus of our activities is shifting to solving systemic problems, because, as the President noted, they remain even though there is a change of heads of departments and other officials. Therefore, the role of preventive anti-corruption measures in the most vulnerable areas is higher than ever.
For example, in the field of public procurement, where daily monitoring allowed us to cancel unnecessary events and purchases of state agencies and save more than 120 million budget tenge for the region this year.
We will continue to work to identify the causes and conditions that contribute to corruption in the health, education, and employment sectors, and we will strengthen public monitoring of the construction of social facilities. The effectiveness of this work will be reflected in the further measures we take.
One of the main directions of the anti-Corruption strategy for 2015-2025 is the Introduction of the Institute of public control. It is no accident that the President once again focused on uniting the efforts of the state and citizens, because corruption is a deeply social disease and it is possible to win only by joint efforts.
The role of citizens and public control is priceless and will become even more important. It is worth noting that the support of each state Agency is important. Public control should be perceived not as a punitive expedition, but as a personal contribution of citizens to improving the work of the state apparatus.
For our part, we provide the necessary legal and methodological support. Today, such projects as "Antikor Live" and "Adal Komek" are operating throughout the country, which have already shown their effectiveness in informing citizens and providing free advice.
Another methodological tool for active citizens is the tool marked by the President - the Interactive map of open budgets. This tool is designed to ensure transparency and public availability of information about the expenditure of more than 235 billion tenge for 2914 budget programs implemented in the Kostanay region.
The President of the country paid special attention to business development in the country. Against the backdrop of economic fluctuations, it is important to strengthen support for entrepreneurship, investors should be confident in the safety of their funds and feel powerful protection from corruption pressure, measures are already being taken to prevent interference in the legitimate activities of businesses, and a project is in place to protect businesses and investments.
However, despite all the initiatives, public authorities need the support of society. Corruption is a two-way highway. There is not only a taker, but also a giver. Therefore, today we are actively working to promote the ideology of integrity. All the Agency's initiatives are actively covered in the media, and information work in social networks has been strengthened. Monitoring and analysis are carried out only with the participation of members of the public.the project office of "Kostanay-adaldyk alany"is actively working in this direction.
Summing up, it should be noted that civil society is ready and able to effectively interact with state bodies, so every civil servant today should realize that the well-being and prosperity of our country depends on every decision made.
