The state revenue Committee is working to increase the share of online payments and non-cash payments to the budget as part of the tasks assigned to the Ministry of Finance of the Republic of Kazakhstan to optimize the provision of public services to taxpayers in terms of paying taxes and other mandatory payments to the budget.
In order to create favorable conditions for taxpayers to timely fulfill their tax obligations to pay taxes and other mandatory payments to the budget, a mechanism for making payments to the budget via ATMs and other electronic devices has been implemented jointly with second - tier banks, provided that they have a Bank account.
The most important advantage of paying taxes through ATMs and other electronic devices is the ability to pay payments to the budget at any time of the day and in any locality, without coming to banks and without standing in queues. At the same time, the rates for electronic services are significantly lower than those set in second-tier banks.
However, today the level of electronic payment of taxes is not high enough. Thus, according to the reports of second-tier banks, the number of payments to the budget for the 1st half of 2018 was 2.87 million, of which 1.69 million were paid in electronic form (Internet banking, terminals), or the share of non-cash payments to the budget was 59.1%. At the same time, the main share of tax payment transactions in electronic form is accounted for by legal entities.
In this regard, in order to increase the level of electronic payment of taxes in accordance with the instructions of the Government of the Republic of Kazakhstan and the Plan approved by the Order of the Minister of Finance of the Republic of Kazakhstan dated 13.04.2018 No. 465, the following measures are being implemented:
1) amendments To the Code of the Republic of Kazakhstan "on taxes and other mandatory payments to the budget" regarding the possibility of paying taxes and payments to the budget by individuals for other individuals. These changes will allow you to exclude linking to the cardholder and transfer money to the budget not to the cardholder's IIN, but to the IIN of another individual.
2) Simplification of tax payment details by reducing the payment destination codes from 39 to 14, combining KBC 104302 and 104309 into a single KBC 104302 "Land tax".
3) Simplification of the procedure for obtaining, extending and extending up to three years the validity of EDS for authorization on the e-government portal.
4) Reduction and elimination of Commission fees of second-tier banks for payment of taxes, penalties, fines through electronic services (Internet banking, terminals).
5) Connecting information systems of second-level banks to the tax debt service with AutoFill of details in payment documents. Second-tier banks are given the opportunity to connect this service to existing payment mechanisms (Internet banking, terminals) to improve the payment service, taking into account AutoFill details in payment documents.
6) Implementation of the service for providing information about upcoming payments of individuals with AutoFill details in payment documents by integrating with the portal of "electronic government" and information systems of second-level banks.
This service will allow individuals to get information about the amounts of property taxes, land taxes, and vehicle taxes in the context of districts and budgets of LSG via mobile services, as well as allow second-tier banks to reduce the time for filling in payment data for taxes by the client and reduce erroneous sending of payments for these taxes.
At the first stage of implementation of this service in 2018, integration with the IP of second-level banks is planned. At the second stage, in 2019, integration with the e-government portal is planned by transmitting information in the context of tax objects, with automatic filling in of VIN codes and cadastral numbers.
7) Expanding the list of taxes on the e-government portal to pay for upcoming payments.
From August 1, 2018 on the egov portal.kz has a new service for paying all taxes and mandatory payments to the budget without the need for authorization and signing EDS. Previously, only three types of taxes for individuals were available for payment on the e-government portal: property tax, vehicle tax, and land tax.

When making a tax payment via ATMs or other electronic devices, the taxpayer is issued a document confirming the payment to the budget.
It should be noted that when making payments to pay taxes and other mandatory payments to the budget via ATMs or other electronic devices, the date of fulfillment of the tax obligation for the taxpayer will be considered the date of such payment. When calculating penalties in the taxpayer's personal account, in addition to the date of debiting money from the Bank account and the date of making cash payments for taxes and other mandatory payments to the budget, when making a payment via ATMs or other electronic devices, the date of making this payment is taken into account.
