By Order of the Acting Minister of Agriculture of the Republic of Kazakhstan dated June 1, 2023 № 211. Registered with the Ministry of Justice of the Republic of Kazakhstan on June 2, 2023 № 32669, amendments were made to the Order of the Minister of Agriculture of the Republic of Kazakhstan dated June 29, 2015 No. 15-08/590 "On approval of the Rules for the protection of the Territory of the Republic of Kazakhstan from quarantine facilities and alien species." The changes take effect after sixty days.
Changes related to the provision of public services are as follows:
- A phytosanitary certificate or a reasoned refusal to issue it is issued in paper form within no more than 2 (two) working days from the date of registration of the application;
- A quarantine certificate or a reasoned refusal to issue it is issued within 8 (eight) working hours from the moment of registration of the application;
- A letter of approval for the import of quarantine objects for research purposes or a reasoned refusal to issue it is issued within no more than 2 (two) working days from the date of registration of the application.
- Upon identification of grounds for refusal to provide the state service "Assignment of a registration number to objects processing grain and its processed products using technologies that ensure the deprivation of seeds and fruits of quarantine weed plants of viability, and (or) disinfection and labeling of wood packaging material", the responsible state plant quarantine inspector notifies the service recipient of a preliminary decision on refusal in assigning an accounting number to an object of production, as well as the time and place (method) of the hearing to be able to express the position of the service recipient on the preliminary decision. The notification of the hearing is sent no later than 3 (three) working days before the end of the term of rendering the public service. The hearing is held no later than 2 (two) working days from the date of notification. Based on the results of the hearing, the territorial subdivision (service provider) decides to issue a confirmation or a reasoned refusal to assign a registration number to the production facility.
