When concluding contracts for the supply of quarantined products to the territory of the Republic of Kazakhstan, the supplier receives from the authorized body the necessary information on quarantine phytosanitary requirements, quarantine phytosanitary measures to prevent the import of quarantine objects and ensures compliance with the import conditions defined by the Unified Quarantine Phytosanitary Requirements for Quarantined Products and quarantined objects at the customs border and on the customs territory of the Eurasian Economic Union, approved by the Decision of the Council of the Eurasian Economic Commission No. 157 of November 30, 2016 (hereinafter referred to as the Unified Quarantine Phytosanitary Requirements).
Import and movement of quarantined products of high phytosanitary risk on the territory of the Republic of Kazakhstan is carried out accompanied by a phytosanitary certificate issued by the authorized plant quarantine authority of the exporting country and (or) the re-exporting country. Import and movement of quarantined products of low phytosanitary risk are carried out without a phytosanitary certificate.
The import of quarantined products infected with quarantine objects included in the Unified List of Quarantine Objects of the Customs Union, except in cases provided for by the Unified Quarantine Phytosanitary Requirements, is prohibited.
The batch (part of the batch) of quarantined products in which quarantine objects included in the unified list have been identified are subject to processing, disinfection, return or destruction (including containers), except for the cases provided for by these Unified Quarantine Phytosanitary Requirements.
Import of quarantined products of high phytosanitary risk with a total weight of no more than 5 kilograms (except for the import of seed material), as well as melons, watermelons and pumpkins in an amount of no more than 1 piece, flowers in an amount of no more than 3 bouquets transported across the customs border of the Union in international mail, express cargo, accompanied and unaccompanied baggage passengers of ships, planes, passenger cars, motor vehicles, crew members of ships, planes, train crews and drivers of motor vehicles, it is allowed without a phytosanitary certificate.
Imported seed and planting material (including seed and food potatoes and material for breeding and research purposes) must be accompanied by a phytosanitary certificate issued by the authorized plant quarantine authority of the exporting country and (or) the re-exporting country.
Primary quarantine phytosanitary control and supervision of imported, exported and transit quarantined products are carried out at phytosanitary control posts.
Secondary quarantine phytosanitary control and supervision is carried out at the destinations of quarantined products.
The owner of the quarantined products notifies the territorial subdivision of the department of the authorized body at the final destination of the product of its arrival and presents the quarantined products for quarantine phytosanitary control and supervision no later than one working day following the day of arrival.
Inter-regional transportation of quarantined products of high phytosanitary risk and export of quarantined products from quarantine zones are carried out in the presence of a quarantine certificate. Quarantined products transported between the regions of the Republic of Kazakhstan are subject to quarantine inspection at their destination for the second time.
